The Ministry of Home Affairs is seeking opinions on a draft Decree on determining the authority of the internal affairs sector when organizing local government at 2 levels.
The Ministry of Home Affairs said that it is expected to transfer 120 contents in 8 fields from district level to commune level, including content in the field of salary - insurance.
The draft decree stated that, within 12 hours after receiving the notice of the strike not complying with the provisions of Articles 200, 201 and 202 of the Labor Code 2019, the Chairman of the People's Committee of the commune where the headquarters of the enterprise chaired and coordinated with the trade union of the same level, the agency and organization involved directly to meet the employer and the representative of the Board of Directors to listen to the provincial -level support for the provision for the support of the labor assistance, the support of the provincial -level assistance, the support of the Labor Resolution Production and business activities return to normal.

For the contents of labor disputes, depending on the type of dispute, guide and support the parties in carrying out labor dispute resolution procedures according to the provisions of this Code.
Notably, when considering the strike under the cases specified in Clause 4, Article 109 of Decree 145/2020, the Chairman of the People's Committee of the commune shall consider the presidents of the provincial People's Committee to decide to suspend the strike, and to the Director of the Department of Home Affairs.
Within 12 hours from the date of receipt of the opinion of the Director of the Department of Home Affairs, the Chairman of the Provincial People's Committee shall consider and decide to suspend the strike.
Within 12 hours after making a decision, the Chairman of the provincial People's Committee must notify the Chairman of the provincial Labor Union, the Chairman of the Labor Arbitration Council, the Chairman of the People's Committee of the commune, the representative organization of the employee at the establishment with the right to organize and lead the strike, the employer where the strike is held.
The decision to stop the strike of the Chairman of the Provincial People's Committee is effective from the date of signing.
