Article 4 of Decree 154/2025/ND-CP stipulates subjects who have not implemented staff streamlining as follows:

1. People who are pregnant, on maternity leave, raising children under 36 months old, except for cases where individuals voluntarily streamline staff.

2. People who are under consideration for disciplinary action or criminal prosecution or are being inspected or examined due to signs of violation.

Thus, if a person who is pregnant or raising a child under 36 months old voluntarily streamlines staff, they are still entitled to leave according to Decree 154/2025/ND-CP if other conditions are met.
