Localities are streamlining staff associated with improving the quality of cadres, civil servants, and public employees.

According to Conclusion No. 40-KL/TW on supplementing and amending regulations on personnel management of the political system, the Politburo has requested to continue to implement staff streamlining of the political system from about 5 to 10%.

Staff streamlining is implemented on the basis of plans, roadmaps, and commitments to the responsibilities of each agency, unit, organization, and locality in implementing decentralization, delegation of power, decentralization of authority, and administrative procedure reform.

At the same time, streamlining work processes, reducing intermediaries in operations, streamlining internal organizations, arranging public non-business units, reducing the number of leaders of agencies, units, and organizations as a basis for building a roadmap for staff reduction, restructuring, and improving quality.

The conclusion also clearly states the standardization of cadres, civil servants (CBCC), public employees, especially commune-level cadres, and improving labor productivity, reducing working hours, and reforming public sector salary policies.

In Gia Lai, the Provincial Party Committee's Organization Committee has issued a plan to harmonize, arrange, and arrange officials and civil servants between communes and wards.

According to the issued plan, through review, 37 communes and wards have the number of officials, civil servants, and public employees of Party agencies and agencies of the Vietnam Fatherland Front Committee at commune level exceeding the payroll assigned by the Provincial Party Committee Standing Committee.

These localities are required to reduce a total of 213 civil servants and public employees before September 30, 2026.

For the commune-level government block, there are 30 communes and wards with the actual number of officials and civil servants exceeding the payroll assigned by competent authorities. The total number to be reduced is 137 officials and civil servants, which must also be completed before September 30, 2026.

In Nghe An, the Provincial People's Committee has issued Official Dispatch No. 10540 on directing the implementation of the staff streamlining policy according to Decree No. 154/2025/ND-CP.

The official dispatch stated that the Provincial People's Committee received Official Dispatch No. 6753 dated August 17, 2026 of the Department of Home Affairs on directing the implementation of the policy of streamlining staff according to Decree No. 154/2025/ND-CP of the Government.

Standing Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An assigned the Department of Home Affairs to preside over and coordinate with relevant agencies and units to continue implementing the policy of streamlining staff according to Decree No. 154/2025/ND-CP, ensuring compliance with legal regulations and guidance from competent authorities.

In Thanh Hoa, the Provincial People's Committee issued Decision No. 2372/QD-UBND approving the cost estimate for implementing the staff streamlining policy in 2026 according to Decree No. 154/2025/ND-CP with a total budget of more than 9.1 billion VND.

Of which, more than 8 billion VND is allocated from the provincial-level state budget salary reform fund; more than 1.1 billion VND from the assigned recurrent expenditure estimate or career revenue of units.

According to the appendix attached to the decision, the Thanh Hoa Department of Culture, Sports and Tourism is allocated the largest budget, more than 2.74 billion VND.

The Department of Education and Training and the Department of Health are allocated more than 2.2 billion VND each.

Hong Duc University is allocated more than 1.2 billion VND to implement policies for cases belonging to Thanh Hoa University of Culture, Sports and Tourism before the merger.

The Vietnam Fatherland Front Committee of Thanh Hoa province was allocated more than 407 million VND for cases belonging to the Provincial Cooperative Alliance; the Thanh Hoa Transport Construction Investment Project Management Board was allocated more than 311 million VND.
