Decree 367/2025/ND-CP amending Decree 118/2025/ND-CP implements administrative procedures according to the one-stop shop, inter-agency one-stop shop mechanism at the One-Stop Shop Department and the National Public Service Portal, effective from December 31, 2025
Point a, Clause 3, Article 10 of Decree 118/2025/ND-CP stipulates the leadership of the Public Administration Service Center as follows:

3. At the Public Administration Service Center at the commune level
a) Leaders of the Public Administration Service Center at the commune level include the Director who is 1 Vice Chairman of the People's Committee at the commune level and 1 Deputy Director equivalent to the Head of the Department under the People's Committee at the commune level;
This regulation is amended in Decree 367/2025/ND-CP as follows:

3. At the Public Administration Service Center at the commune level
a) Leaders of the Commune-level Public Administration Service Center including Directors equivalent to Heads of Departments; Deputy Directors equivalent to Deputy Heads of Departments under the Commune-level People's Committee to assist Directors in performing one or more specific tasks assigned by the Director and be responsible to the Director and before the law for performing assigned tasks. The number of Deputy Directors is implemented according to the Government's regulations.
Thus, the newly issued Decree has removed the regulation that the Deputy Chairman of the Commune-level People's Committee concurrently holds the position of Director of the Public Administration Service Center.
