How to resolve the work of the Vice Chairman of the People's Committee at the commune level according to the new regulations

Clause 2, Article 5 of the Regulations on model working of the People's Committees of communes, wards and special zones handed over with Decree 315/2025/ND-CP (effective from December 8, 2025) stipulates the method of handling the work of the Vice Chairman of the People's Committee at the commune level as follows:

a) Direct and urge agencies, organizations and units under the People's Committees at their levels to develop and organize the implementation of strategies, plans, mechanisms, policies, and projects for the development of sectors, fields, and localities within the scope of sectors, fields, and agencies assigned to them in accordance with the policies, laws, and regulations of the superiors and the actual situation of the locality, ensuring feasibility and high efficiency;

b) Direct and inspect agencies, organizations and units under the People's Committees at their level to implement policies, laws and tasks within the scope assigned to them;

c) Meeting and working with leaders of agencies, organizations, and units under the People's Committees at their level and other relevant agencies to resolve the work;

d) Giving opinions on issues related to agencies, organizations, units, and areas under his/her responsibility before submitting them to the Chairman of the People's Committee at the commune level or the People's Committee at the commune level for consideration and decision; in case of issues related to areas under the direction of the Vice Chairman of the People's Committee at another commune level, they will be directly coordinated to resolve them;

d) Regularly, Vice Chairmen of the People's Committees at the commune level summarize the work situation under their management and report to the Chairman of the People's Committees at the commune level in writing or at meetings. In the management direction, if there are related issues or are under the direct responsibility of the Chairman of the People's Committee at the commune level, issues arising outside the plan, and issues that have not been regulated, the Vice Chairmen proactively propose and report to the Chairman of the People's Committee for decision. If the issue is under the authority of the People's Committee at the commune level, it will be reported to the Chairman of the People's Committee to be held at a meeting of the People's Committee at the commune level for discussion and decision.

Thus, the method of handling the work of the Vice Chairman of the People's Committee at the commune level is regulated as above.
