Subjects of application of civil defense training and training content and programs

The Lao Dong Newspaper Legal Consulting Office replied:

Article 4 of Circular 111/2025/TT-BQP of the Ministry of National Defense (effective from January 1, 2026) stipulates the training and education of civil defense for forces in the Vietnam People's Army and the Militia and Self-Defense Forces as follows:

4. Content and program of civil defense training and coaching

The content and training program for civil defense shall comply with the provisions of the Appendix to this Circular and shall apply to the following subjects:

1. Civil defense training for general education.

2. Training in civil defense for full-time and part-time forces.

3. Training on civil defense for teams participating in humanitarian and disaster relief activities of the Ministry of National Defense.

4. Civil defense training for students at educational and training institutions in the Army.

5. Training and education on civil defense for vocational training and coaching centers.

6. Training on civil defense for the Militia and Self-Defense Forces.

Thus, the subjects of application of the content and program of civil defense training and coaching are prescribed as above.
