Clause 1, Article 6, Circular 28/2026/TT-BGDDT of the Ministry of Education and Training Regulating professional standards for preschool teachers (effective from April 9, 2026), stipulates the standards for professional capacity and nghiệp vụ for grade III preschool teachers as follows:

a) Nurturing and caring for children: Perform daily nurturing and care activities for children (eating, sleeping, hygiene, safety) according to the guided procedures; recognize abnormal health manifestations of children; forecast the risks of unsafety for children in the educational environment and promptly report to competent authorities; demonstrate a thoughtful and responsible attitude in nurturing, caring for and protecting children;

b) Ensuring safety for children: Master the regulations on ensuring safety for children;

c) Developing and implementing education plans: Developing and implementing education plans based on the general education plan of the school;

d) Organize educational activities: Implement simple methods and forms of education with children at the center; organize educational activities according to existing plans; initially know how to apply advanced educational methods suitable for developing children's qualities and abilities;

e) Assessing children's development: Being able to use basic assessment tools according to general guidelines;

e) Building an educational environment: Building a safe and friendly learning and playing environment;

g) Communicate with children: Create a friendly, clear, and appropriate communication atmosphere for children's age; know how to listen and encourage children to communicate correctly;

h) Communication and cooperation with colleagues: Show respectful and friendly attitude in communication; cooperate with colleagues in the activities of professional groups;

i) Communicating and cooperating with parents and the community: Implementing coordination activities with parents and the community according to school plans to improve the quality of nurturing, caring for, and educating children; Providing basic information about children and school plans for nurturing, caring for, and educating children; maintaining a polite and respectful attitude in communication;

k) Digital competence, foreign language competence: be able to apply information technology, digital technology in professional activities; be able to use foreign languages or ethnic minority languages according to job requirements;

l) Self-learning ability and career development: Have self-learning ability, update knowledge about raising, caring for, and educating children.

Thus, from April 9, 2026, grade III preschool teachers need to have the same professional and nghiệp vụ capacity standards as above.
