Clause 1, Article 10 of Circular No. 41/2025/TT-NHNN of the State Bank (effective from November 5, 2025) stipulates the transaction limit via e-wallet as follows:

The total limit for transactions via personal e-wallets of 01 customer at 01 e-wallet service provider (including money transfer transactions and payments according to the provisions of Point b, Point c, Point d, Point d, Clause 2, Article 25 of this Circular) is a maximum of 100 million VND in Vietnam in one month.

This regulation does not apply to personal e-wallets of people who have signed contracts or agreed to be payment acceptors with e-wallet service providers.

For personal e-wallets of 01 customer at 01 organization providing e-wallet services, in addition to the limit specified in Clause 1 of this Article, e-wallet service providers are regulated to have additional limits for payment transactions including: Online payment on the National Public Service Portal; electricity; water; telecommunications; fees, prices, service fees related to the traffic activities of road vehicles; tuition fees; hospital fees; social insurance and health insurance premiums; insurance premiums according to the provisions of the Law on Insurance Business; payment of due debts, overdue debts, interest and arising costs to credit institutions and foreign bank branches according to the law; but must ensure that the total payment limit for these transactions does not exceed 300 million VND in one month.

The organization providing e-wallet services is responsible for checking, supervising and ensuring that the use of customers' personal e-wallets is consistent with the limit for which the organization has provided e-wallet services to that customer. The organization providing e-wallet services must take full responsibility in case the customer uses an e-wallet that does not meet the limit for which the organization has provided e-wallet services to customers according to the provisions of this Circular.

Thus, from November 5, 2025, the transaction limit via e-wallet is implemented according to the above regulations.
