Article 17, Decree 317/2026/ND-CP Regulating the organization, management and use of the National Scholarship Fund (effective from October 1, 2026) stipulates scholarships to create development opportunities as follows:

1. Development opportunities scholarships are scholarship programs aimed at encouraging and supporting learners in studying, researching, and developing vocational skills associated with the needs of the labor market, international integration, and socio-economic development requirements in each period; prioritizing learners facing difficulties in accessing learning, researching, and developing vocational skills opportunities or belonging to industries, fields, and areas that need to be encouraged and supported.

2. Development opportunities scholarships are implemented for learners belonging to groups that need to be encouraged and supported according to the Fund's objectives, including learners who are ethnic minorities, learners from poor households, near-poor households, learners in areas with particularly difficult socio-economic conditions, ethnic minority and mountainous areas, border and island areas, orphan learners, learners who are people with disabilities, learners who are committed to studying, researching, developing vocational skills, working or serving in priority industries, fields, and other learner groups suitable to the goals of the scholarship program.

3. Scholarship consideration creates development opportunities based on the objectives of the scholarship program, the actual conditions of learners, the level of barriers in accessing learning opportunities, research, developing vocational skills, academic results, training, will to rise up, development potential, commitment to strive or commitment to serve in priority industries, fields, and localities. The identification of priority groups, priority levels, specific criteria and methods of applying priority is implemented according to each scholarship program, ensuring compliance with the objectives of the Fund, tasks assigned by competent authorities and the ability to balance resources.

Thus, from October 1, 2026, development opportunity scholarships will be awarded to subjects according to the above regulations.
