How can job expansion and production and business establishments borrow capital?

Article 5 of Decree 338/2025/ND-CP detailing a number of articles of the Law on Employment on policies to support job creation (effective from January 1, 2026) stipulates the loan level as follows:

1. For production and business establishments, the maximum loan amount is 10 billion VND and no more than 200 million VND for 01 employee to be supported in creating jobs, maintaining and expanding jobs.

2. For employees, the maximum loan amount is 200 million VND.

3. In case local socio-economic conditions are guaranteed, the Provincial People's Committee shall submit to the Provincial People's Council to decide on a maximum loan amount higher than the loan amount specified in Clauses 1 and 2 of this Article for local budget capital entrusted to the Social Policy Bank.

4. The total outstanding balance of loan projects for the purpose of supporting job creation, maintaining, and expanding jobs of production and business establishments or employees at the Vietnam Bank for Social Policies at the same time does not exceed the maximum loan level as prescribed in Clauses 1, 2 or 3 of this Article.

5. Based on the capital source and debt repayment capacity of the borrower, the Vietnam Bank for Social Policies shall agree with the borrower to consider and decide on a specific loan amount.

Thus, production and business establishments are allowed to borrow a maximum of 10 billion VND and no more than 200 million VND for 01 employee to be supported in creating jobs, maintaining and expanding jobs.
