Basic salary level for non-specialized workers in villages from July 2026

Clause 1, Article 2 of Decree 161/2026/ND-CP stipulates the base salary and bonus regime for cadres, civil servants, public employees and armed forces (effective from July 1, 2026), stipulating the subjects of application as follows:

a) Officials and civil servants from central to commune level specified in Article 1 of the Law on Officials and Civil Servants;

b) Public employees in public non-business units specified in Article 1 of the Law on Public Employees;

c) People doing jobs under labor contracts in administrative agencies and public non-business units specified in the Government's Decree are subject to application or agreement in labor contracts applying salary ranking according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees and armed forces;

d) People working within the staffing quota at associations supported by the state budget for operating expenses according to the provisions of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government stipulating the organization, operation and management of associations;

e) Officers, professional soldiers, workers, defense officials, defense civil servants and contract workers of the Vietnam People's Army;

e) Officers, sergeants receiving salaries, police workers and contract workers under the People's Police;

g) People working in cipher organizations;

h) Non-commissioned officers and soldiers of the Vietnam People's Army; non-commissioned officers and soldiers of the People's Police;

i) Non-specialized personnel in villages and residential groups.

Clauses 1 and 2, Article 3, Decree 161/2026/ND-CP stipulate

1. Base salary used as a basis:

a) Calculate salary levels in salary scales, allowance levels and implement other regimes according to the provisions of law for subjects specified in Article 2 of this Decree

b) Calculate operating fees and living expenses according to the provisions of law;

c) Calculate deductions and benefits according to the base salary level.

2. From July 1, 2026, the base salary is 2.53 million VND/month.

Thus, from July 1, 2026, non-specialized workers in villages and residential groups will receive allowances based on the base salary as above.
