According to new regulations in Decree 343/2025/ND-CP, retired military officers who suffer from serious illnesses and are concluded by the Medical Examination Council to be eligible will receive quarterly support equal to 2 times the base salary, and at the same time enjoy more health care policies.
Clause 1, Article 5 of Decree 343/2025/ND-CP stipulates that retired Army officers suffering from one of the diseases on the list of dangerous diseases issued by the Minister of Health will be examined for dangerous disease assessment. If the competent Medical Assessment Council of the Ministry of National Defense confirms that they have dangerous diseases, the patient will receive a quarterly support regime equal to 2 times the base salary.
The time of enjoyment is calculated from the quarter when the Medical Examination Council concludes to have a serious illness.
In addition to periodic financial support, retired officers when receiving inpatient treatment at medical examination and treatment facilities inside or outside the Army are also guaranteed medical meal allowances that differ from the basic infantry meal allowance standards according to current regulations.
In case of inpatient treatment at a military hospital, the medical examination and treatment facility will directly pay this support amount. If treated at a non-military hospital, the Hanoi Capital Command or the Provincial Military Command where the retiree is permanently residing will pay directly according to the actual number of treatment days confirmed on the discharge paper.
The Decree also stipulates that military officers who have been recognized by competent authorities as suffering from serious illnesses before retirement, when retiring and receiving monthly pensions, will continue to enjoy quarterly support regimes. The support level is calculated for the entire quarter starting to receive pensions.
Notably, in case a retired officer has been concluded by the Medical Examination Council to have a serious illness but has not yet issued a decision to enjoy the regime and dies, relatives will receive one-time support equal to 2 times the base salary.
Regarding dossiers requesting medical examination to enjoy the regime of support for critical illnesses, Decree 343/2025/ND-CP stipulates:
Application for medical examination to enjoy the regime of support for serious illness of subjects or relatives according to Form No. 01 issued with the Decree;
Original or electronic copies summarizing the medical record of critical illness treatment of hospitals inside or outside the Army;
Copies or electronic copies of decisions to enjoy monthly retirement benefits.
