Principles for registering for health insurance examination and treatment under the Ministry of National Defense from May 2025

Clause 1, Article 11 of Circular No. 21/2025/TT-BQP regulating the classification of technical expertise; assessment and certification of the quality of medical examination and treatment facilities; registration and transfer of patients between medical examination and treatment facilities under the Ministry of National Defense (effective from May 29, 2025) stipulates the registration of health insurance examination and treatment as follows:

1. Principles of registration for medical examination and treatment

a) In accordance with the system of medical examination and treatment facilities under the Ministry of National Defense;

b) Health insurance participants specified in Clause 2, Clause 3 and Clause 4, Article 2 of this Circular depend on the subjects initially registered for health insurance examination and treatment at medical examination and treatment facilities under the Ministry of National Defense and other medical examination and treatment facilities as prescribed by the Minister of Health;

c) Initial registration for health insurance examination and treatment at medical examination and treatment facilities must ensure convenient location of military units and residence of health insurance participants; ensure military management and decentralization of health management tasks;

d) The military unit is responsible for advising the Head of the unit on instructions for initial health insurance registration to ensure compliance with the principles.

Clause 2, Clause 3, Clause 4, Article 2 of Circular No. 21/2025/TT-BQP regulating the classification of technical expertise; assessment and certification of the quality of medical examination and treatment facilities; registration and transfer of patients between medical examination and treatment facilities under the Ministry of National Defense stipulates the subjects of application as follows:

2. Officers, professional soldiers, non-commissioned officers, soldiers on active duty; military students, basic students receiving living allowances are Vietnamese and foreigners.

3. People working in secretary work receive the same salary as soldiers working at the Government Equipment Department; students of secretary receive living allowances from the state budget according to the same regime and policies as for military students.

4. Trainees who have been trained as reserve officers for 03 months or more and have not participated in social insurance or health insurance; workers and defense officials serving in the army when going to the doctor or treating.

Thus, the principle of registering for health insurance examination and treatment under the Ministry of National Defense from May 29, 2025 is implemented according to the above regulations.
