According to the provisions of the 2008 Law on Health Insurance and amended and supplemented in 2014, the following cases will lead to the revocation or temporary detention of health insurance cards:
Case 1: Fraud when issuing cards: Cases where individuals or organizations provide false information to be issued health insurance cards.
Case 2: People with cards no longer participate in health insurance: When a person is no longer eligible to participate in health insurance such as a worker quitting a job, a student - a graduate student or transferring schools...
Case 3: The health insurance card is issued in multiple cases: An individual has more than 1 health insurance card due to an error in the management process.
According to Decree 117/2020/ND-CP, there are clear regulations on penalties for borrowing health insurance cards (HI) from others or lending health insurance cards to others. Specifically, in Article 30 of this Decree, acts of borrowing another person's health insurance card or lending another person's card will be punished as follows:
- In case of violation but not causing damage to the health insurance fund, the fine will be from 1-2 million VND.
- In case of violation that causes damage to the health insurance fund, the fine is 3-5 million VND and the violating amount must be returned to the health insurance fund's collection account.
The Law amending and supplementing a number of articles of the Law on Health Insurance effective from July 1, 2025 has introduced a number of important changes in the management and implementation of health insurance policies.
Here are some supplements to regulations on revoking health insurance cards and temporarily locking the validity of using electronic health insurance cards:
Accordingly, electronic health insurance cards will be revoked for issued cards that are not subject to health insurance; fraud in issuing electronic health insurance cards will be discovered.
The electronic card is temporarily locked in value if using another person's card to go for health insurance examination and treatment; committing fraud, forgery, and violating the law in using health insurance cards.
