Clause 3, Article 27 of the Law on Residence 2020 stipulates: Citizens are not allowed to register for new temporary residence at the place of residence as prescribed in Article 23 of this Law.
Article 23 of the 2020 Residence Law stipulates the locations where new permanent residence cannot be registered as follows:
1. The residence is located in a prohibited location, a construction-prohibited area or an encroachment or occupation of a protective corridor for national defense, security, traffic, irrigation, dyke, energy, boundary markers for protecting technical infrastructure works, historical - cultural relics that have been classified, areas that have been warned about the risk of landslides, flash floods, flash floods and other protection areas for works according to the provisions of law.
2. A place of residence where the entire housing area is located on encroached or illegally occupied land or a house built on an area that does not meet the construction conditions according to the provisions of law.
3. The residence has a decision to reclaim land and a decision approving the compensation, support and resettlement plan of a competent state agency; the residence is a house in which part or all of the housing area is in dispute or has complaints related to ownership and use rights but has not been resolved according to the provisions of law.
4. The residence is confiscated according to the decision of the competent state agency; the vehicle used as a permanent residence registration has been deleted from the vehicle registration or does not have a certificate of technical safety and environmental protection as prescribed by law.
5. The residence is a house that has been decided to be demolished by a competent state agency.
Thus, the locations that are not newly registered for temporary residence are regulated as above.
