Article 14 of Decree 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers (effective from March 31, 2026), stipulates the assessment of teachers according to professional standards as follows:
1. Evaluating teachers according to professional standards
a) The content of assessing teachers in public educational institutions and non-public educational institutions according to professional standards includes: teacher ethics and compliance with teacher codes of conduct; training and fostering level; professional and nghiệp vụ capacity as required by the title associated with the job position;
b) The results of the teacher evaluation at point a of this clause are used as a basis for conducting teacher evaluations according to the provisions of Clause 1, Article 22 of the Law on Teachers.
2. Criteria for ranking teacher quality
a) For teachers in public educational institutions: meeting the general criteria for evaluating and ranking the quality of public employees, criteria for ranking the quality of public employees according to the provisions of law on public employees;
b) For teachers in non-public educational institutions: meeting the criteria for evaluating and ranking teachers according to the regulations on evaluating and ranking the quality of teachers of educational institutions.
3. The order and procedures for evaluating, ranking and using the results of evaluating and ranking teachers in public educational institutions are carried out in accordance with the provisions of law on civil servants and related laws; the order and procedures for evaluating, ranking and using the results of evaluating and ranking teachers in non-public educational institutions are carried out according to the regulations on evaluating and ranking teachers issued by educational institutions.
Thus, from March 31, 2026, the assessment of teachers according to professional standards is regulated as above.
