Article 8 of Decree 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers (effective from March 31, 2026), stipulates that teacher recruitment is carried out in 02 rounds as follows:
1. Round 1: check the application conditions in the Application Form according to the requirements of the job position to be recruited, if sufficient, applicants are allowed to participate in round 2.
a) The Recruitment Council checks the compliance with foreign language or ethnic minority language requirements according to the information the candidate declares in the Application Form. After being admitted, the admitted person submits a copy of the diploma or certificate of foreign language or ethnic minority language according to regulations;
b) In case the job position to be recruited requires foreign language or ethnic minority language proficiency in the job description and job position capacity framework, the recruiting authority must specifically notify the requirements for diplomas, certificates of foreign language or ethnic minority language proficiency;
c) Cases eligible for exemption from the foreign language test according to the provisions of point d, clause 1, Article 7 of this Decree are determined to meet the foreign language or ethnic minority language requirements according to the job position requirements;
d) In case they are not eligible for exemption from the foreign language test according to the provisions of point d, clause 1, Article 7 of this Decree, the Recruitment Council shall organize a test to assess foreign language or ethnic minority language proficiency according to the requirements of the recruitment position. The test is carried out according to the provisions of point b, clause 1, Article 7 of this Decree.
2. Round 2 is implemented according to the provisions of Clause 2, Article 7 of this Decree.
Clause 2, Article 7 of Decree 93/2026/ND-CP stipulates:
Round 2: assess the capacity of applicants through pedagogical practice.
a) Exam form: based on the nature, characteristics and requirements of the job position to be recruited, the head of the recruiting authority decides to choose one of three exam forms: question-and-answer, teaching practice or written exam. In case of organizing written exams, one of three forms is implemented: Multiple-choice, essay or multiple-choice combined with essay;
b) Exam content: testing knowledge and pedagogical practice skills according to the requirements of the job position applied for. The content of the second round of the exam must be based on the professional standards of teachers according to the title and be consistent with the requirements of the job position to be recruited. In the same recruitment exam, if there are different job positions requiring professional standards, the Teacher Recruitment Council must organize the development of different second round exam questions corresponding to the requirements of the job position to be recruited;
c) Exam time: 30 minutes of oral questions (candidates taking the exam have no more than 15 minutes of preparation, not counted in the exam time); 180 minutes of written exam (excluding the time of copying the exam questions); the teaching practice exam time is decided by the head of the recruiting authority based on the nature and characteristics of professional activities of the job position to be recruited;
d) Scale of points (answers, teaching practice, written exam): 100 points.
Thus, from March 31, 2026, teacher recruitment is regulated as above.
