The Lao Dong Newspaper Legal Consulting Office replied:
Article 7, Circular 14/2024/TT-BCA of the Ministry of Public Security stipulates the issuance, renewal, re-issuance, revocation, management and use of signs and certificates of forces participating in protecting security and order at the grassroots level as follows:
1. Members of the Security and Order Protection Team are granted and use signs and certificates to perform their duties and are responsible for managing, preserving and presenting them when requested for inspection by the Commune-level Police or competent authorities.
2. Signs and certificates of forces participating in protecting security and order at the grassroots level that are damaged, expired, or have changed information are issued, changed, or lost, or reissued. The authority to issue, renew, reissue, and revoke signs and certificates of forces participating in protecting security and order at the grassroots level is stipulated in Point b, Clause 2, Article 3 of Decree No. 40/2024/ND-CP dated April 16, 2024 of the Government detailing a number of articles of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
Commune-level police organize printing according to the form, opening monitoring books, managing and assisting the Chairman of the People's Committee at the commune level in organizing the printing, issuance, issuance, re-issuance, and revocation of signs and certificates of forces participating in protecting security and order at the grassroots level.
3. The sign is posted or clipped on the left chest or worn in front of the chest. The person granted a badge or certificate is only allowed to use it when performing his/her duties, is responsible for managing and preserving it and is not allowed to lend or use it to others; if it is lost or damaged, it must be immediately reported to the Commune-level Police for direct management; when no longer a member of the Security and Order Protection Team or is dismissed from participating in the security and order protection force at the grassroots level, the badge and certificate must be returned to the Commune-level Police for direct management to be revoked.
Thus, the issuance and exchange of certificates of forces participating in protecting security and order at the grassroots level are regulated as above.
