Article 22 of the Population Law (effective from July 1, 2026) stipulates reproductive health care as follows:
1. Individuals and couples have the right to fully, equally and without discrimination access to reproductive health care services; make decisions related to reproductive health on the basis of understanding, voluntariness and respect for the rights and interests of individuals.
2. Infertility prevention is carried out according to the provisions of law on disease prevention, law on medical examination and treatment; infertility treatment is carried out according to the provisions of law on disease prevention, law on medical examination and treatment and law on health insurance.
3. Based on the actual situation, the provincial-level local government decides to implement support for contraception, family planning service costs for subjects belonging to poor households, near-poor households, social protection subjects; subjects belonging to ethnic minority and mountainous areas, specially difficult commune-level administrative units in coastal, coastal and island areas; communes belonging to land border areas.
Thus, from July 1, 2026, reproductive health care is regulated as above.
