Article 32 of the Housing Law 2023, effective from August 2024, stipulates the land fund for housing development as follows:

1. Land area for housing development must be determined in urban planning, industrial park construction planning, university construction planning, other construction planning according to the provisions of the law on planning, the law on urban planning, the law on construction and other relevant legal provisions.

2. The arrangement of land area for housing development must be consistent with land use planning, land use plans, land area needs for housing development in the area in the approved provincial housing development program and plan, and comply with the provisions of this Law and the law on land.

3. The arrangement of land area for the development of commercial housing, public housing, and resettlement housing must comply with the provisions in Clauses 1 and 2 of this Article, and the provisions in Sections 2, 3 and 4 of this Chapter.

4. The arrangement of land area for the development of social housing, workers' accommodation in industrial zones, and housing for the people's armed forces must comply with the provisions in Clauses 1 and 2 of this Article and the provisions in Chapter VI of this Law.

Thus, land fund for housing development is regulated as above.
