    Article 13 of Circular 108/2026/TT-BCA of the Ministry of Public Security stipulates the testing and issuance of driver's licenses; issuance and use of international driver's licenses (effective from July 1, 2026) stipulates the driving test for people with disabilities as follows:

    1. Test to issue an A1 driver's license to drive a three-wheeled motorbike

    a) Candidates take the theory test and the driving test in the picture according to the content and procedures specified in Clauses 1, 2, Article 4 and Appendix I issued together with this Circular; test at the driving test center or driving practice ground used for motorcycle driving test that meets the conditions, arrange two test takers to score directly;

    b) Examination according to regulations in the National Technical Regulation on Road Motor Vehicle Driver Testing Centers.

    2. Test to issue automatic transmission B-segment driver's license

    a) Testing for issuance of automatic B-segment driver's licenses for people with right or right or left foot disabilities: candidates complete the content and procedures of the test specified in Article 4 of this Circular; test at the driving test center, with two test takers sitting in the vehicle directly scoring the driving test content in the picture and on the road;

    b) Testing to issue automatic B-segment driver's licenses for people with disabilities, except for people with right or right or left-hand disabilities: candidates must complete the contents and procedures of the test specified in Article 4 of this Circular; test at the driving test center.

    Thus, from July 1, 2026, the driving test for people with disabilities will be implemented as above.
