The Minister of Public Security has just issued a Circular Regulating the testing and issuance of driver's licenses; issuance and use of international driver's licenses (replacing Circular No. 12/2025/TT-BCA dated February 28, 2025).
Accordingly, with the removal of the computer simulation test implemented from July 1, 2026 when conducting the driving test, Article 24 stipulating the conditions for facilities of the Driving Test Center has removed the regulation on equipping simulation testing equipment for traffic situations, and removed the regulation on equipping simulation testing rooms.
However, according to the Traffic Police Department (Ministry of Public Security), the new regulations on testing have more stringent content, suitable for the reality of transportation activities, ensuring that licensed people have driving ethics (do not dare to drive recklessly, disregard the law), and have good skills when driving on the road.
Students must take exams sequentially from theory to two practical and situational exams with motorcycles; exams from theory - simulation - long-distance road with cars. Notably, candidates must pass those parts of the exam in turn before being allowed to take the next part.
In addition, the number of theoretical questions in the motorcycle test of Grade A, A1 increased from 25 questions to 40 questions, the test time increased from 19 minutes to 27 minutes, and the test taker achieved results when answering 36/40 questions correctly.
The number of questions in the Grade B car test increased from 30 to 50 questions, the exam time increased from 20 minutes to 33 minutes, and the test taker achieved success when answering 45/50 questions correctly. Exam takers cannot "learn tricks, test tricks".
The content of the motorcycle driving practice test also supplements ways to handle simulated situations on the road such as: Handling situations from branch roads to main roads or from non-priority roads to priority roads; handling situations of turning around; handling overtaking situations.
The driving practice test road section is at least 5km long, must have moderate traffic density and ensure full traffic situations including: Intersections; intersections; branch roads to main roads or non-priority roads to priority roads; roundabouts, traffic lights, pedestrian crossings. Exam takers must take 12 tests.
