When are university students considered and awarded excellent scholarships?

Point c Clause 1, Clause 3 Article 7 of Decree No. 66/2026/ND-CP detailing a number of articles of the Law on Education (effective from March 15, 2026) stipulates scholarships to encourage learning, including:

1. Subjects for consideration and awarding scholarships to encourage learning:

c) Students studying in vocational education institutions, higher education institutions with academic and training results from good or higher, not disciplined from reprimand or higher in the scholarship consideration period.

3. Scholarship level for subjects specified in point c, clause 1 of this Article:

a) Fair-class scholarship: The scholarship level is equal to or higher than the current tuition fee ceiling of the major, specialization, or profession that the learner must pay at the school as prescribed by the principal or director (hereinafter referred to as principal) for learners with average general academic scores and training scores both reaching fair or higher. For private schools, the minimum scholarship level is prescribed by the principal.

For non-tuition training majors, apply the unit prices ordered by the State, assigning tasks to the school's training major group;

b) Excellent scholarships: The scholarship level is higher than the good type prescribed by the principal for learners with a general average academic score of excellent or higher and a training score of good or higher;

c) Excellent scholarships: The scholarship level is higher than the excellent type prescribed by the principal for learners with average general academic scores and training scores both reaching excellent levels;

d) The average general academic score and training score specified in points a, b and c of this clause are determined according to the regulations of the Minister of Education and Training; in which the average general academic score for scholarship consideration according to the provisions of this Decree is calculated from the score of the first exam and test of the entire subject.

Thus, from March 15, 2026, excellent scholarships are prescribed by the principal for learners with average academic scores and training scores both reaching excellent levels.

The average academic score for scholarship consideration is calculated from the exam scores, checking the first subject according to the above regulations.
