Article 8, Chapter II of Decree No. 144/2021/ND-CP stipulating administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; fire prevention and fighting; rescue; prevention and control of domestic violence stipulates ensuring public tranquility as follows:
1. Warning or fine from 500,000 VND to 1,000,000 VND for one of the following acts:
a) Making loud noises, causing chaos and disturbance in residential areas or public places between 10:00 p.m. the previous day and 6:00 a.m. the following day;
b) Failure to comply with regulations on maintaining silence in medical examination and treatment facilities, nursing homes, schools or other places where general silence is required;
c) Selling food and beverages beyond the hours prescribed by the People's Committee of the province or centrally-run city.
2. A fine of VND 1,000,000 to VND 2,000,000 shall be imposed for using loudspeakers, gongs, drums, whistles, trumpets or other means to promote in public places without permission from competent authorities.
3. Additional penalties:
Confiscation of exhibits and means of administrative violation for violations specified in Clause 2 of this Article.
Clause 2, Article 4 of Decree No. 144/2021/ND-CP stipulates administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; fire prevention and fighting; rescue; prevention and control of domestic violence, stipulating the maximum fines and organizations subject to administrative sanctions as follows:
2. The fine level prescribed in Chapter II of this Decree is the fine level applied to administrative violations of individuals. For organizations committing the same violation, the fine level is twice the fine level applied to individuals.
Thus, on Tet holiday, singing karaoke causing noise in residential areas or public places between 10pm the previous day and 6am the next day can be fined from 500,000 VND to 1,000,000 VND for individuals and from 1,000,000 VND to 2,000,000 VND for organizations according to the above regulations.
