The Government issued Decree 184/2025/ND-CP dated July 1, 2025, regulating the division of authority when organizing local governments at 2 levels and amending the Decree in the field of security and order.
Clause 2, Article 2 of Decree 184/2025/ND-CP stipulates: The authority of the Chairman of the Commune People's Committee prescribed in Point b, Clause 1, Article 192 of the Law on Enforcement of Criminal Judgments shall be transferred to the Director of the Provincial Police.
Point b, Clause 1, Article 192 stipulates as follows:
Article 192.Authority and deadline for handling complaints 1.
The authority to resolve complaints is as follows: ...
b) Chairman of the People's Committee at the commune level resolves complaints about violations of the law by the Chief of the Commune-level Police;
Thus, from July 1, 2025, the authority to handle complaints against violations of the law of the Commune Police Chief will be changed, transferring from the Chairman of the Commune People's Committee to the Director of the Provincial Police.
