How to receive civil servants according to new procedures?

Article 4 of Decree 300/2026/ND-CP (effective from August 1, 2026) stipulates the amendment and supplementation of Article 14 of Decree No. 170/2025/ND-CR stipulating the recruitment, use and management of civil servants as follows:

Article 14. Procedures for receiving civil servants

1. Based on the human resource needs that immediately meet the work requirements of agencies, organizations, and units, the person in charge of personnel organization work of the competent recruiting agency shall study and propose the reception of people who meet the standards and conditions specified in Article 13 of this Decree.

2. The head of the recruiting authority decides to receive civil servants according to their authority.

3. When receiving a civil servant to be appointed to leadership and management positions, it is carried out according to the appointment procedure for personnel from other places. The appointment decision is also the decision to receive a civil servant.

In case the competent authority for appointment is a subordinate of the competent authority for recruitment, the competent authority for appointment must report and be approved by the competent authority for recruitment for the reception before issuing the appointment decision.

Thus, from August 1, 2026, the procedures for receiving civil servant positions are regulated as above.
