Clause 2, Article 8, Decree 33/2023/ND-CP stipulates the standards for each commune-level cadre position, including the Chairman of the Vietnam Veterans Association at the commune level as follows:

a) Age: According to the provisions of law, organizational charter and regulations of central socio-political organizations.

b) General education qualifications: Graduated from high school;

c) Professional qualifications: Graduated from university or higher. In case the law or charter of the organization has provisions other than those in this Decree, it shall comply with the provisions of that law or charter;

d) Political theory qualification: Graduated from intermediate level or equivalent or higher. In case the law or charter of the organization has provisions other than those in this Decree, it shall comply with the provisions of that law or charter;

dd) Other standards as prescribed by the Party, central socio-political organizations and competent authorities to manage cadres.

Thus, to become Chairman of the Vietnam Veterans Association at the commune level, the above standards must be met.
