From September 28, 2026, lock electronic identification accounts if using non-genuine mobile subscribers

Clause 1, Article 8 of Decree No. 320/2026/ND-CP (effective September 28, 2026) amends and supplements Clause 1, Article 15 of Decree 69/2024/ND-CP stipulating electronic identification and authentication as follows:

1. Lock and unlock electronic identification accounts of Vietnamese citizens

a) The electronic identification and authentication system automatically locks and unlocks the citizen's electronic identification account when the citizen's electronic identification is locked or unlocked;

b) The electronic identification and authentication system automatically locks citizens' electronic identification accounts when the mobile subscriber number citizens use to register electronic identification accounts has changed and is not the owner.

Thus, from September 28, 2026, if citizens use non-genuine mobile subscribers to register electronic identification accounts, their accounts will be locked.
