About 13 million subscribers were locked and recalled due to information not being standardized

Currently, there are about 102 million standardized subscriber numbers, confirmed as genuine owners and integrated into paper wallet on VNeID.

According to information from the Telecommunications Department (Ministry of Science and Technology), to date, 10/10 mobile telecommunications enterprises have completed connecting and transferring more than 115 million active mobile subscriber numbers (H2H) to the National Population Database for review and synchronization to VNeID.

Of these, about 102 million subscriber numbers have been standardized, confirmed by their own users and integrated into citizen's paper wallet on VNeID.

However, about 13 million subscriber numbers are being temporarily suspended from service, including 2-way locks and recalls, due to not completing the standardization and owner confirmation according to the provisions of Circular 08/2026/TT-BKHCN on verifying ground mobile subscriber information.

According to the Telecommunications Authority, in September 2026, the Authority will coordinate with Department A05 and Department C06 under the Ministry of Public Security to inspect and evaluate the implementation of the provisions of Circular 08 by mobile telecommunications enterprises. Through this, violations of the law will be strictly handled.

Increase authentication to ensure genuine SIMs

According to the Telecommunications Authority, an important goal of Circular 08 is to supplement measures to authenticate subscriber information, including face authentication and usage confirmation on VNeID, to ensure the ownership of mobile SIMs.

This is to accurately identify the person responsible for using subscriber SIM cards for illegal acts, including spreading spam messages and making spam calls.

The Telecommunications Authority said that mobile SIM cards are currently just one of the tools exploited by subjects to spread spam messages and spam calls. Therefore, in addition to solutions for mobile subscriber management, Department A05 is researching and amending Decree 91/2020/ND-CP of the Government on combating spam messages, spam emails and spam calls.

The Telecommunications Authority also proposed to continue to strengthen propaganda to help people understand the importance of using genuine SIM cards. It is recommended that people proactively report to competent authorities when receiving messages or calls showing signs of spam messages, spam calls or fraudulent calls for timely handling.
