Article 26 of Decree 25/2026/ND-CP Detailing and measures to organize and guide the implementation of a number of articles of the Law on Chemicals on the development of the chemical industry and chemical safety and security (effective from January 17, 2026), stipulates that vehicles, equipment, and tanks for chemical transportation activities must meet the following requirements:
1. Vehicles, equipment, and tanks serving chemical transportation activities must be registered, inspected, and licensed for dangerous chemical transportation in accordance with the law on dangerous goods transportation.
2. Vehicles, equipment, and tanks serving chemical transportation activities must meet general safety requirements according to national technical standards and regulations; be selected to ensure minimizing the risk of chemical incidents, environmental pollution, and ensuring fire and explosion prevention and safety in accordance with chemical types and chemical transportation scale.
3. Packaging and equipment containing chemicals must be sealed, secure, suitable for the type of chemical, not leaking chemicals, and have durability that can withstand the impacts of chemicals, weather and normal impacts when loading, unloading, and transporting. Used packaging must be stored separately. Used packaging and equipment but not reused must be collected and treated according to the provisions of the law on environmental protection.
4. Packaging and equipment containing chemicals must have labels fully recording the contents according to regulations on chemical labeling. The labels of chemicals must ensure clearness, legibility and durability with the impacts of chemicals, weather and common impacts when loading and unloading.
5. Personal protective equipment and chemical incident response equipment for drivers and escorters must be equipped with the correct type, quantity, and quality according to the measures for preventing and responding to chemical incidents in transportation that have been developed, meeting the provisions of the law on occupational safety and health.
6. Before transporting chemicals, transport vehicles must be inspected to ensure vehicles participating in traffic are safe; cleaning packaging and equipment containing used chemicals to eliminate the possibility of reactions and explosions when transporting chemicals.
7. Storing measures to prevent and respond to chemical incidents in transporting chemicals by means throughout the transportation process in hard or electronic form.
Thus, from January 17, 2026, vehicles and equipment carrying chemicals need to meet the above requirements.
