The People's Security University announces additional and replacement admissions as follows:
I. Newly admitted full-time university

2. Subjects and conditions for admission
- Candidates who meet the conditions and have applied for the People's Public Security in 2025 by each subject but are not admitted to the People's Public Security school in accordance with their wishes for additional registration, are not admitted or have not yet enrolled in schools outside the Public Security sector.
- Candidates participating in the admission process must ensure that they follow the combination, assessment test code, subjects, gender, and admission zone allowed to enter the People's Security University in 2025. Ensure the input quality threshold according to the regulations of the Ministry of Public Security.
3. Admission documents
- Photocopy of notarized ID card/Citizen identification card.
- Photocopy of the 2025 high school exam results.
- Photo of the notice form for the assessment test scores of the Ministry of Public Security in 2025.
- Additional admission registration form (according to form).
4. Time and method of receiving documents
- Time to receive documents: Until before 5:00 p.m. on October 27, 2025 (during office hours).
- Receiving method: Candidates submit documents to the Department of Training and Advanced Training Management, University of Public Security.
5. Admission methods and processes
- Follow Instruction No. 18/HD-BCA-X02 dated March 26, 2025 of the Ministry of Public Security on instructions for recruiting People's Public Security in 2025.
- Candidates registering for a maximum of 03 (three) wishes for admission according to school codes and major codes. The priority order for admission is according toattered Aspirations 1, Aspirations 2, Aspirations 3. Priority is given to admission for majors and schools that are admitted for the first time.
- In case there are no candidates eligible for admission according to each method, the admission method will be applied according to the assessment test score from high to low until the entire quota is exhausted. The admission score is the assessment test score of the Ministry of Public Security on a scale of 100 plus regional priority points, priority subjects according to the regulations of the Ministry of Education and Training, and reward points according to the regulations of the Ministry of Public Security.
The calculation formula is as follows:
DXT = BTBCA + DC*10/3, in which:
+ DXT: Admission score;
+ BTBCA: Scores of the Ministry of Public Security's assessment test;
+ CC: Summary of priority area, priority subjects and reward points.
In case the number of candidates with the same admission score, if all are taken, it will exceed the allocated quota, then the admission will be considered in the following order:
- First, consider candidates with scores in the Ministry of Public Security's assessment test from high to low to meet the target;
- Second, consider candidates with multiple-choice test scores on the Ministry of Public Security's assessment test from high to low to meet the target.
In case all of the above criteria are considered but still exceed the quota, the People's Security University will report to the Department of Training for gathering and reporting to the leaders of the Ministry of Public Security for consideration and decision.
II. Second-class driving license for new admission (VB2CA):

- Candidates who meet the conditions and have participated in the 2025 VB2CA recruitment exam for each subject but are not admitted to the People's Public Security Academy in accordance with their wishes for additional registration, and are not admitted.
- Candidates participating in the admission process must ensure that according to the assessment test code, subjects, gender, and admission zone VB2CA is allowed to enter the People's Security University in 2025. Ensure the input quality threshold according to the regulations of the Ministry of Public Security.
3. Admission documents
- Photocopy of notarized ID card/Citizen identification card.
- Photo of the notice form for the assessment test scores of the Ministry of Public Security in 2025.
- Additional admission registration form (According to form).
4. Time and method of receiving documents
- Time to receive documents: Until before 5:00 p.m. on October 27, 2025 (During office hours).
- Receiving method: Candidates submit documents to the Department of Training and Advanced Training Management, University of Public Security.
5. Admission methods and processes

- In case no candidate is eligible for admission according to each method, continue to apply the admission score calculation formula in Official Dispatch No. 3838/X02-P2 dated August 21, 2025 of the Department of Training on additional admission to VB2CA quota in 2025.
