On April 15, Mr. Nguyen Van Hung - Minister of Culture, Sports and Tourism (Ministry of Culture, Sports and Tourism) chaired a thematic meeting on the construction of law in April.
Minister Nguyen Van Hung emphasized that improving the institution is one of three strategic breakthroughs under the Resolution of the 13th Congress, and repeating the request for units to move the thinking from "culture" to "cultural management of the state".
From the beginning of the term, the Ministry has focused on reviewing and perfecting institutions in the fields of culture, sports, tourism and journalism and publishing. In just over a month after the February meeting, the Minister and Deputy Ministers presided over 14 thematic meetings, focusing on directing laws, resolutions to submit to the National Assembly and handling documents behind schedule.
The Legal Department has advised 7 official written guidance and urge; The Ministry Office also actively arranged meeting and assigned the task of building documents on schedule. Relevant units reported and explained the progress of formulating legal documents in 2025.

Concluding the meeting, Minister Nguyen Van Hung stated that, since the Ministry's February legal meeting, closely followed the conclusions of the Minister, the Departments and the Departments have made great efforts and efforts within the scope of powers and responsibilities assigned in the construction of the law. Regarding the key tasks in the coming time, the Minister said that according to the law development program of this National Assembly term, we have two laws to do are the Law amending and supplementing a number of articles of the Law on Advertising and Press Law (amended).
In particular, the Law amending and supplementing a number of articles of the Advertising Law is expected to be approved at the 9th National Assembly session after the National Assembly has discussed and commented at the 8th session, and the Journalism Law will be submitted to the National Assembly at the 10th session.
Note that the correction of the Press Law will have many difficulties in the current context, the Minister assigned the Press Department to preside over and coordinate with the Legal Department and the Ministry Office to accelerate the progress of the work, actively work with the relevant agencies to complete the draft law, ensuring to meet the set requirements.
In addition, the Minister also requested to prepare the contents related to the task of developing the Law amending and supplementing the Publishing Law.
Regarding the formulation of decrees, emphasizing the principle of the law promulgated, it must urgently complete the decrees, not to delay, the Minister suggested that the units of the Ministry focus on completing and submitting to the competent authority to promulgate as prescribed.
In particular, for detailed documents stipulating the Cultural Heritage Law in 2024, the Minister requested the Department of Cultural Heritage to focus on fully absorbing and urgently completing the competent authorities promulgated in April and May to ensure effective simultaneously with the Law on July 1, 2025.
For the resolutions of the National Assembly on training of specific professional professions in the field of art; Decree on encouraging literary development; Decree on some regimes and policies for artists; amend and supplement the Decree on performing arts activities; Joint Circular No. 200, the Minister assigned the Departments and related departments to focus on building, finishing, not delayed for a long time, absolutely not to outstanding debts.
