On the morning of August 18, the National Cyber Security Association coordinated with the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) to organize a conference "KOL with the era of national growth". More than 300 KOLs - influential people in cyberspace have been invited to attend.
At the conference, Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information (Ministry of Culture, Sports and Tourism), shared about the current status of KOL (Key Op opinion Leader - an influential person) operations in recent times.
According to Ms. Huyen, currently, there are no specific legal regulations for KOL management, while many individuals violate the law, ethical standards and customs.
She said that there should be sanctions to manage and strictly handle violations, including the application of measures to limit performances or limit appearances in the media.
"There needs to be clear rules on how celebrities are allowed to create content, what is allowed, what is not allowed," Ms. Huyen emphasized and said that the Ministry of Culture, Sports and Tourism can develop regulations to limit the appearance of violators. However, to implement it, it will take time to propagate, guide and closely coordinate with relevant ministries and branches.
Taking China as an example, Ms. Huyen said that this country manages and uses KOLs correctly, considering the management of this force as the focus of cultural and ideological governance.
"Violators will be punished very severely, from administrative fines to prison fines or being " possessed" - a strict but effective measure," said Ms. Huyen.
In Korea, according to Ms. Huyen, celebrities are "very likely to be turned away by the audience" because the public considers idols as an example. Therefore, Korea pays special attention to preventing KOLs from violating laws and ethical standards.
She emphasized that Vietnamese authorities need to take advantage of the role of KOLs in policy communication, creating positive content, preserving national culture, turning them into "cultural ambassadors" to introduce Vietnam to the world.

Major General Le Xuan Minh, Director of the Department of Cyber Security (Ministry of Public Security), affirmed that in the digital age, KOL has become a special force, contributing to shaping social awareness, leading trends, promoting creativity and promoting Vietnamese values to the world. According to him, these are the "digital ambassadors", contributing to building the country and implementing the "four pillars" to create a new era.
Mr. Minh emphasized that the Party and State always pay attention to and issue many policies and guidelines to create a healthy development environment for KOLs. With great influence, each KOL needs to be clearly aware of its impact in each statement, image, and action. Management agencies and technology platforms need to join hands to orient and support to create a positive environment, thereby KOLs elevate patriotism, promote social influence, promote economic - cultural - social development.
At the conference, the "Digital News Agency" Alliance was officially launched, gathering KOLs with management agencies, platforms, businesses and the press to join hands to fight against fake news, online scams, and inpersistent advertising, while spreading positive and humane values in the community.
In addition, the "Inffectors Trust" program has also been launched, aiming to build a system of evaluating the reputation and social responsibility of KOL/KOC. This will be an important tool to help the public, businesses and the platform identify and cooperate with individuals to truly spread positive and reliable values.
Many KOLs use personal reputation to sell counterfeit goods
The conference also organized a "belief and Expectation" seminar to discuss KOL's trust in the public and vice versa - the trust of the people in the digital age.
Mr. Hoang Ninh, Deputy Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), said that e-commerce is increasingly developing, in which KOLs have a significant contribution.
However, in recent times, some KOLs have taken advantage of their personal reputation to sell counterfeit, counterfeit, and poor quality goods; provide non-transparent information, affect businesses, brands, and reduce consumer confidence.
From a business perspective, Mr. Do Quang Vinh, Vice Chairman of the Board of Directors of SHB Bank, commented that KOLs are the ones who lead the view, can be managers, experts, businessmen, teachers, doctors, journalists to young people to create content.
According to Mr. Vinh, KOLs, whether individuals or organizations, if properly oriented, will contribute to creating a strong influence for the development aspirations of the nation.
