Accordingly, the Project "Conservation and renovation of Dien Bien Phu Grouphouse Center" has a total investment of more than 250 billion VND from the central budget, with implementation period from 2024 to 2026.
According to Mr. Nguyen Anh Dao - Director of the Relic Management Board (Dien Bien Department of Culture, Sports and Tourism), to implement this project, since the beginning of 2024, Dien Bien province has established a Scientific Council and organized many seminars to collect opinions from experts and researchers.

On February 28, 2025, the People's Committee of Dien Bien province approved the results of the competition to study and draft the restoration of the Project "Conservation and restoration of Dien Bien Phu Group Center" of the consortium of One Member Co., Ltd. for Cultural Heritage Conservation and Vietnam Urban Architecture Joint Stock Company.

The project's goal is to recreate the French Army stronghold corporation center area in Dien Bien Phu. Thereby promoting the value and preserving the system of historical relics in Dien Bien in a more complete and complete manner.
At the same time, vividly recreating the Dien Bien Phu battlefield, renovating the green tree system to create a landscape, meeting the visiting needs of the people and tourists.

In addition, the implementation of the project creates conditions for exploitation, promotes the potential and strengths of tourism, especially historical tourism to gradually turn tourism into a spearhead economic sector of Dien Bien province, contributing to the development of the economy, culture, society and improving the lives of the people.
According to the approved plan, the Project "Conservation and restoration of Dien Bien Phu Group Center relic" has a research scope for restoration on an area of about 10 hectares. Including: investment in renovating the General Do Cat Command tunnel area; preserving, renovating, and restoring the artillery field and artillery tunnel; soldier camps, field hospitals, and military hospitals.

Along with that, recreate the traffic system, expressway traffic, land lots and resistance holes, barbed wire fence system, goods of all kinds, system of equipment and materials to create a landscape surrounding the area of the French Army Command Center in Dien Bien Phu.
In addition, there are other auxiliary items such as: reception area, parking lot, public toilet area, electrical system, water supply and drainage system, fire prevention and fighting system and items serving the sightseeing needs of tourists...

According to Dr. Nguyen Manh Ha - Former Deputy Director of the Vietnam Military History Institute, Former Director of the Party History Institute: "The plan to preserve and renovate the Dien Bien Phu Group Center based on historical documents and scientific documents showing what was available at the historical time more than 70 years ago is basically close to reality".

According to Painter Nguyen Van Mac - Director of a member of the Cultural Heritage Conservation Company Limited (representative of the unit selected for the plan) - to develop a conservation plan, build sketches, and complete the table tennis, the unit has coordinated with many experts to research history and collect hundreds of valuable documents. It was even necessary to import many models and documents from France to keep the restoration process close to history.

"We believe that when this project is completed, it will create a very important highlight at Dien Bien Phu battlefield and can become a world-class historical tourism destination because not all battlefields can be restored" - Mr. Mac added.
It is known that artist Nguyen Van Mac is also the head of the author group of the Panorama painting "Dien Bien Phu Campaign" - one of the world's largest works on the topic of war currently on display at the Dien Bien Phu Historical Victory Museum.
