After a period of struggling to find a venue, with the support of Khanh Hoa province, the Vietnam Cinema Association, the Khanh Hoa Department of Culture and Sports and Vega City Nha Trang Company have signed a cooperation agreement to organize the Kite Tournament in Nha Trang for the period 2021-2025.
The combination of cinema and tourism creates a "same-win" effect, contributing to building the image of Nha Trang Cinema City. In the first three years, the tournament was organized effectively, the Vietnam Cinema Association was awarded a Certificate of Merit by the Khanh Hoa Provincial People's Committee for its positive contribution to local cultural life.
By 2025, everything will become difficult, especially in terms of funding. Regarding funding, we must go back to the time when the Prime Minister in Decision No. 25-TTg, dated January 19, 1993, issued a number of policies to build and innovate cultural and artistic careers, including the establishment of the Government's Literature and Arts Awards Fund to "yearly organize the selection and reward of the most outstanding literary and artistic works and works in their fields".
Associations are allowed to proactively spend and settle the amount of money allocated, including the payment for the Jury's work appraisal and bonuses for award categories.
In 2024, the financial agency proposed that the Associations develop a common spending quota for all awards from the budget to comply with the Budget Law. However, the Associations do not have the authority, this is the responsibility of the Vietnam Union of Literature and Arts Associations and related ministries. In fact, it is difficult to apply a common standard because each Association has different characteristics and award structures, such as "finding a common sample for the problem of many tenses".
According to the representative of the Vietnam Cinema Association, before the 2024 Kite Awards, the Association had to clearly announce the reasons for the problem of spending norms, so the immediate winning authors only received cups and certificates, and the prize money had to wait after the problem was resolved. After that, the Association had to urgently submit to the Prime Minister for the final settlement.
This year, problems with the prize money payment norms for the Associations' awards are still there and must wait for competent agencies and organizations to coordinate to resolve them.
If last year it was held in September, this year, Khanh Hoa province proposed to postpone it until the end of the year because it is completing the arrangement of the apparatus after the merger. Vega City Company - the accompanying unit - also encountered its own problems, so the Vietnam Cinema Association will work again to agree on the organization plan.
In response to concerns about the unattractive tournament without bonuses, the Association representative affirmed that the value of the Kite lies in its prestige and 22 years of being a playground to honor outstanding works and artists of Vietnamese cinema.
Along with that, the Kite Award along with other film awards such as the Lotus Award of the National Film Festival, the Award of the National Television Festival and international awards are achievements that need to be considered in the personal records proposed for consideration of the Ho Chi Minh Award, the State Award for Literature and Arts and awarded the titles of Meritorious Artist and People's Artist.
When asked about how to make the future of the Kite Awards brighter and mobilize funding from socialized sources more effectively, the representative of the Vietnam Cinema Association said that it is still a "natural attraction of the scent", that is, the quality of the entries must be good. Accompanying activities to promote, communicate, and mobilize sponsorship for events because the State budget has almost no outstanding money for organizing the announcement and award ceremony.

It is known that the Jury of the 2025 Kite drama has begun judging the film. This is the subcommittee that has to shoulder the heaviest burden because it has to watch and evaluate several hundred episodes. However, the Kite Award is still the only domestic playground for both movies and TV series, and at the same time shows the Association's efforts and high responsibility towards members and filmmakers nationwide.
