Accordingly, the Vietnam General Confederation of Labor (VGCL) has issued document No. 89/KH-TLĐ on the Plan to implement the work of preventing and combating corruption, wastefulness, and negativity in 2026 signed by Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Secretary of the Party Committee, President of VGCL.
Accordingly, implementing the Law on Anti-Corruption in 2018 and the Law amending and supplementing a number of articles of the Law on Anti-Corruption in 2025; the Law on Saving and Combating Wastefulness in 2025; Plan No. 138/KH-MTTW-BTT dated March 25, 2026 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on promulgating the Plan to participate in the work of preventing and combating corruption, wastefulness, negativity and the Party's regulations, and the State's laws on preventing and combating corruption, negativity, practicing thrift and combating wastefulness, the VGCL develops a Plan to implement the contents of the work of preventing and combating corruption, wastefulness, and negativity in 2026.
The purpose is to effectively implement the tasks of the Vietnam Trade Union organization on corruption, wastefulness, and negativity prevention and control in 2026; promote advantages, overcome limitations in corruption and negativity prevention and control, practice thrift, and combat wastefulness of the Vietnam Trade Union organization. Continue to raise the sense of responsibility of union members, officials, civil servants and employees; create positive changes and unity in the awareness of agencies, organizations and individuals in the Vietnam Trade Union system on corruption and negativity prevention and control.
Besides, it is to raise awareness, raise awareness and responsibility of union members, civil servants and employees in implementing policies and laws on practicing thrift and combating wastefulness in each agency, organization, and individual to make thrift and combating wastefulness truly become a cultural behavior of cadres, civil servants, and public employees associated with the implementation of administrative reform tasks in the Vietnam Trade Union system.
The requirement is that the Labor Federations of provinces and cities, central industry trade unions, General Corporation trade unions and agencies and units must identify the work of preventing and combating corruption, wastefulness, and negativity as a political task, central, regular, and responsibility of the entire political system, closely follow reality, and synchronously implement solutions to fight against and prevent wastefulness, corruption, and negativity; ensure solidarity, stability, and strengthen social consensus; regularly set an example, be drastic, and strictly and fully implement their responsibilities in preventing and combating corruption, wastefulness, and negativity...
The implementation plan clearly states 8 solutions and tasks including: Strengthening propaganda, dissemination and mobilization of officials, union members, and employees to strictly implement the law on preventing and combating corruption, negativity, practicing thrift, and combating wastefulness; Proactively and actively participating in building, social criticism, and perfecting policies and laws on preventing and combating corruption, negativity, practicing thrift, and combating wastefulness; Proactively improving the quality and effectiveness of supervision, preventing and combating corruption, negativity, practicing thrift, and combating wastefulness; Strengthening inspection and management of the use of finances, assets and professional and economic activities of trade unions, inspecting the work of trade union officials; Organizing the receipt and processing of information reflecting and denouncing corruption, negativity, and wastefulness; Innovating and improving the quality of the organizational structure, cadres, and operating methods of trade union organizations to effectively implement the work of preventing and combating
In which, it is noteworthy to direct press agencies of the Trade Union organization to continue to deploy the construction of specialized pages and columns on the work of preventing and combating corruption, negativity, practicing thrift and combating wastefulness; promote the role of supervising, detecting, criticizing, and fighting against corruption, negativity, and wastefulness through news, articles, and reports. Strengthen propaganda about the contents of the 14th Party Congress Resolution related to preventing and combating corruption and negativity to 2030; Government's Program on practicing thrift and combating wastefulness... Propagate and commend organizations and individuals with good achievements in preventing and combating corruption, negativity, practicing thrift and combating wastefulness.
Trade unions at all levels proactively coordinate with press agencies to propagate outside the Trade Union system, propagate and mobilize workers to participate in preventing and combating corruption and practicing thrift and wastefulness; promptly reflect on acts and cases with signs of corruption and wastefulness in the trade union organization; directly detect and fight against corruption, wastefulness, and negativity through news, articles, and propaganda reports...
The 2026 plan for preventing and combating corruption, wastefulness, and negativity of the Vietnam General Confederation of Labour is the basis for the Labor Federations of provinces and cities, central industry trade unions, General Corporation trade unions and affiliated agencies and units to direct the development and organization of the implementation of the 2026 plan for preventing and combating corruption, wastefulness, and negativity of their agencies and units, in accordance with the actual situation, ensuring synchronization, unity, and high efficiency in preventing and combating corruption, wastefulness, and negativity.
