The third proposal: “Strongly innovate the work of managing, developing, nurturing, fostering, and promoting literary and artistic talents”.

The General Secretary emphasized the role of artists in creating great works that vividly reflect revolutionary reality and have a profound influence on the spiritual life of the people. This includes creating timeless works with values of truth, goodness, and beauty that can move people's hearts, arouse the spirit of solidarity, and gather the strength of the entire nation. The works have the role of illuminating life, contributing to orienting and spreading noble humanistic values.
Lifetime works are considered as works of art with profound ideological value. This requirement poses a challenge for artists in terms of their ability to identify, explain and convey social changes and human thoughts in the current social context.
Has the power to move emotions, calling on the whole nation
In his speech, General Secretary To Lam paid special attention to the ability of artworks to “move emotions and appeal to the entire people and army”. Artworks are not only the artist’s story, but must also be able to rally the people, arouse solidarity and spread patriotism.

Ultimately, the core solution is still to arouse and gather the people’s hearts. Only when culture is truly closely linked to life, reflecting and nurturing the aspirations of the people, can it become a source of strength to move the country forward. With the consensus of the entire Party, the entire people and the entire army, Vietnamese culture will actively contribute to the construction of human civilization, and at the same time reach new heights in the revolutionary cause.
It is necessary to promote international cooperation in the field of culture and arts, learning the quintessence of humanity but not losing national identity.
