On the morning of December 18, Prime Minister Pham Minh Chinh attended the online conference to review the work in 2024 and deploy key tasks in 2025 of the culture, sports and tourism sector (VHTTDL) with the theme: "Building an advanced culture imbued with national identity - The driving force for national development in the new era - The era of the Vietnamese people's rise".
The conference was connected online from the main bridge at the Government headquarters to the headquarters of the Ministry of Culture, Sports and Tourism, along with more than 770 bridges at the People's Committees of provinces, centrally-run cities and district-level People's Committees.
The Prime Minister assessed that in 2024, the culture, sports and tourism sector will continue to strongly transform its thinking from "doing culture" to "state management of culture"; build a system of cultural values, affirm the strength and role of culture.
Regarding the direction and tasks for 2025 and the coming time, the Prime Minister stated that 2025 is a year of special importance - a year of acceleration, breakthrough, and reaching the finish line to successfully implement the 5-year Socio-Economic Development Plan 2021-2025.
In 2025, many important events will take place in the country, such as the 95th anniversary of the Party's founding, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, and the 80th anniversary of the founding of the country. 2025 is also the year to focus on arranging, streamlining the organization, and holding Party Congresses at all levels, towards the 14th National Party Congress, opening a new era, an era of striving, developing richly and prosperously for the nation.
The Prime Minister pointed out 7 main groups of tasks and solutions for the culture, sports and tourism sector to accelerate and make breakthroughs in 2025.
First of all, it is necessary to create institutional breakthroughs in the direction of resolutely abandoning the mindset of "if you can't manage it, then ban it", resolutely eliminating the "ask - give" mechanism; promoting decentralization, delegation of power, cutting and simplifying administrative procedures associated with digital transformation...
Second, promote the development of strategic and comprehensive infrastructure, cultural, sports and tourism institutions, both hard and soft infrastructure, connection infrastructure, especially digital infrastructure based on data and artificial intelligence.
Third, train high-quality human resources for the industry, have specific mechanisms and policies suitable for the arts and sports industries, have policies to retain talented people, motivate talented and passionate people, and encourage those who dare to think, dare to do, dare to innovate and deal with those who avoid and fear responsibility.
Fourth, mobilize resources for development through appropriate mechanisms and policies, especially public-private partnership, taking the lead from State capital, activating all social resources of people and businesses.
The Prime Minister analyzed that in addition to existing resources such as finance, land, and human resources, institutions, mechanisms, and policies are also measures to mobilize resources.
Therefore, it is necessary to actively think and propose policies to promote the rich forms of public-private partnership, there is still a lot of room to exploit cultural institutions, especially stadiums like My Dinh...
Fifth, improve management capacity and industry governance in a smart direction, based on data.
Sixth, build advanced examples, replicate good models, good practices, create movements, development trends...
"Why don't we summarize and replicate the two recent concerts? Why have women's soccer and women's volleyball achieved such success? Why do tourism have such attractive destinations?", the Prime Minister asked. The two concerts mentioned by the Prime Minister were "Call Me by Fire" and "Anh trai say hi" - programs that many delegates mentioned earlier at the Conference.
Seventh, create opportunities and mechanisms for Vietnamese people to enjoy the fruits of culture, sports and tourism.
The Prime Minister requested the industry to accelerate and make breakthroughs with innovative thinking, strategic vision, foresight, deep thinking, great action, promoting intelligence, courage, valuing time, being decisive and resolute to effectively organize and implement the set goals, tasks and solutions, with results in 2025 higher than in 2024.
The Prime Minister noted that cultural development is the endogenous strength, the soul of the nation; developing the sports industry to improve people's physical strength and health, in which mass sports must be developed in breadth, but high-performance sports must be developed in depth; developing breakthrough tourism, a key industry, associated with culture and sports.
