Bringing values into social life
This is a step to concretize the policies of the Party, National Assembly and Government on developing Vietnamese culture, and at the same time establish a unified implementation mechanism from the Central to the grassroots level.
The goal of the plan is not only to identify orienting values, but more importantly to bring those values deeply into social life, becoming the foundation for the development of people, families, communities and the country.
According to the plan, the national value system, cultural value system, family value system and Vietnamese human standards must be closely linked with the process of building and perfecting institutions, cultural practices in life, socio-economic development, ensuring national defense, security and international integration.
A noteworthy point is that the value systems will be concretized into criteria and standards of conduct suitable for each object, field and locality. These criteria must have the ability to quantify and evaluate implementation results, and at the same time be integrated into programs, strategies and development plans of ministries, sectors, and localities.
This shows that the implementation of value systems is not a general propaganda activity, but towards specific standards that can be checked, supervised and evaluated in practice.
The plan also requires that implementation does not generate organizational apparatus or administrative procedures, ensuring feasibility, avoiding formality and wasting resources.
People are the center, family is the foundation
According to the Decision, the implementation of the plan takes comprehensive human development and development as the center. Vietnamese people are both the subject of practice, spreading values, and the highest goal of the development process.
Vietnamese human standards are defined to include qualities: patriotism, solidarity, self-reliance, affection, honesty, responsibility, discipline and creativity. These are qualities that need to be nurtured and cultivated in families, schools, agencies, businesses and the social community.
In the context of the country entering a new stage of development, these qualities are of particular importance. Patriotism is not only feelings, but also a sense of responsibility to work, community and Fatherland. Self-reliance is not only the aspiration to rise up of each individual, but also the self-reliance of the nation. Creativity is not only a requirement of science and technology, but also a driving force for innovation in management, production, education, culture and life.
Family is identified as the first environment to form and nurture human character. Family values include prosperity, happiness, progress and civilization. These are core values to build each family into a place to nurture love, equality, responsibility and connection between members.
Culture is the driving force for development
The system of cultural values is defined with four core elements: nationality, democracy, humanity and science. This is the spiritual foundation of society, nurturing compassion, honesty, tolerance, scientific thinking and creative capacity.
The plan emphasizes the requirement to promote the good cultural identity of ethnic groups, harmoniously combining traditional values with modern values, between national identity and the quintessence of human culture.
In the process of international integration, culture is not only a field that needs to be preserved, but also an internal resource and national competitive advantage. Cultural values, if promoted in the right direction, can contribute to positioning the national brand, developing cultural and tourism industries, creativity, and at the same time enhancing Vietnam's soft power.
The plan also sets out the requirement to link the deployment of value systems with the application of science, technology, innovation and digital transformation. This is a suitable direction in the context that cultural values are not only spread through traditional institutions, but also through digital platforms, social networks, media products, online education and creative industries.
Besides promoting the positive aspects, the plan also aims to build a healthy and civilized cultural environment; proactively prevent moral and lifestyle degradation; improve people's resistance to negative impacts of society.
National value system orients development aspirations
The national value system includes values: peace, unity, independence, rich people, strong country, democracy, fairness, civilization and happiness. These are ideal-oriented values, goals and aspirations for national development.
These values contribute to fostering patriotism, civic consciousness, spirit of solidarity, self-reliance, self-strengthening and responsibility for building and protecting the Fatherland.
The core point of the plan is to place the four value systems in a close and unified relationship. The national value system plays a role in orienting goals, ideals and aspirations for development; culture creates an environment for values to be received and promoted; family is the place to form and preserve values; people are the center, the subjects who practice and spread those values.
For effective implementation, the Decision requires strengthening the leadership role of Party committees and Party organizations; enhancing the responsibility of heads at all levels and sectors. The implementation must mobilize the participation of the entire political system and the whole society, and at the same time strengthen inter-sectoral coordination, decentralization, and appropriate delegation of power.
Along with that, the work of inspection, supervision, and evaluation of implementation results needs to be emphasized. Good models and creative ways of doing things must be promptly praised and replicated; difficulties and obstacles in the implementation process need to be removed to ensure that the plan becomes substantive.
The promulgation of the Plan to synchronously implement value systems is an important step in the process of building an advanced Vietnamese culture imbued with national identity; and at the same time, arousing the aspiration to develop a prosperous and happy country.
In the new period, development is not only measured by economic growth, but also by human quality, family sustainability, cultural vitality and the ability to spread good values in society. When value systems are concretized and practiced in daily life, it will be a solid foundation for Vietnam to develop rapidly, sustainably and integrate more confidently with the world.
