Promoting cultural rights and promoting cultural development as a cause of the whole people will help strengthen the process of diversifying cultural values and expressions, thereby better promoting the economic and social contribution of culture.
The Resolution of the 13th National Party Congress affirmed the role, position, significance and importance of cultural values and the strength of the Vietnamese people, creating the basis for building a system of cultural values closely and smoothly linked with building standards for Vietnamese people.

In the context of building a strategy for developing cultural industries and investing in culture so that culture can develop on par with important fields such as economics and politics, the 13th Party Congress determined to "urgently deploy focused development of the cultural industry and cultural services on the basis of identifying and promoting the soft power of Vietnamese culture, effectively applying new values and achievements of culture, science, engineering and technology of the world".
Accordingly, the beauty of national cultural identity needs to be maximized, we focus on researching, identifying and implementing the construction of a system of cultural values. There, honoring the cultural beauty of the Vietnamese people from thousands of years ago, passed down through many generations, together preserving the identity. Cultural beauty needs to be built from traditional and modern cultural values and the quintessence of human culture.
Building a “value system” not only focuses on cultural forms and cultural services, but also aims at cultural values in all aspects of social life, as a measure and ethical standard to contribute to orienting, educating, and adjusting people's behavior and thinking in a progressive and positive direction, promoting self-reliance, national pride and aspirations to rise up.
In the context of global cultural integration, in order to avoid being dissolved, the nation's fine traditional moral values need to be promoted more than ever.
On the basis of the dialectical relationship between culture and people, people and culture, the 13th National Party Congress determined: "strongly arouse the spirit of patriotism, the will of national self-reliance, the strength of great national unity and the aspiration to develop a prosperous and happy country".

Solution
The Resolution of the 13th National Party Congress affirms that we need to proactively and actively research, identify and build a system of national values, creating the most core foundation for building a system of cultural values and human standards, linking and synchronizing cultural and human development.
The Resolution emphasizes the role of education, “Strengthening education on patriotism, national pride, national traditions and history, and social responsibility of all classes of people, especially young people... raising awareness, respect and compliance with the law, protecting the environment, preserving the national cultural identity of the Vietnamese people” (6); at the same time, focusing on education on ethics, personality, creative thinking, life skills, working skills, foreign languages, information technology, digital technology and core values; linking education on knowledge, ethics, aesthetics, life skills with physical education, improving the stature of Vietnamese people”.
Building a system of cultural values must aim to supplement and perfect human ethical standards suitable for the new era, in which morality, intelligence, physical fitness, and aesthetics are the central and core contents to contribute to perfecting the system of cultural values and the system of national values.
