The Institute for Cultural and Civil Life Studies was officially established on January 19, 2026, under the Vietnam Union of Science and Technology Associations. This is a science and technology organization operating in the field of research, policy advice and spreading cultural and humanistic values in social life.
Speaking at the launch ceremony in Hanoi, Mr. Phan Xuan Dung - Chairman of the Vietnam Union of Science and Technology Associations - said that science and technology are not only a driving force for growth but also contribute to shaping the position of the country, organizations and fields of operation.
According to Mr. Phan Xuan Dung, the establishment of new scientific organizations is being carefully considered, ensuring to meet the requirements of in-depth, effective and practical development. In that context, the establishment of the Institute for Cultural and Civil Studies shows concern for the field of culture and civil life - factors directly related to people.

Because all scientific and technological achievements ultimately aim to serve people; therefore, cultural and people's research is a fundamental and long-term approach," Mr. Dung said.
Mr. Phan Xuan Dung also said that the establishment of the Institute at a time when the system of scientific organizations under the Union of Associations is being reviewed and quality is being improved shows the trust of management agencies in the founding team as well as the orientation of the unit's activities.
At the event, Mr. Phan Xuan Dung presented the decision to establish the Institute for Cultural and Civil Studies; and at the same time presented the decision to appoint Mr. Nguyen Van Thang as Chairman of the Institute, Mr. Do Manh Hung as Director and Ms. Pham Thi Huong Ngat as Deputy Director.

Speaking to receive the assignment, Mr. Do Manh Hung - Director of the Institute for Cultural and Civil Studies said that the establishment of the Institute is not only a milestone in organization but also opens up a journey of research, preservation and promotion of cultural values to contribute to improving the quality of social life.

According to Mr. Hung, the Institute is oriented to become a research, consulting and knowledge connection center, with the task of providing scientific arguments to serve policy planning, and at the same time spreading human values in the community.
Mr. Hung emphasized that culture is the spiritual foundation of society, the internal strength of the nation. In the coming time, the Institute will focus on many orientations such as promoting basic research and application on culture and people's livelihoods in the context of digital transformation and international integration; strengthening policy advice, social criticism; promoting communication, knowledge dissemination and cultural value spread, towards building the Institute into a reputable research address.
In addition to research activities, the Institute also orients itself to be associated with social security work and support for vulnerable groups. According to leaders of the Vietnam Union of Science and Technology Associations, the implementation of social security activities right from its establishment shows the orientation of bringing science to be associated with practical life, serving people and paying special attention to vulnerable groups in society.
According to information announced at the ceremony, the Institute for Cultural and Civil Research is one of more than 570 science and technology organizations under the Vietnam Union of Science and Technology Associations - a socio-political organization currently has about 3.7 million members, of which more than 2.2 million are science and technology intellectuals.
