The Government has just issued Resolution No. 126/NQ-CP on transferring the Village of Culture and Tourism of Vietnamese Ethnic Groups (VHDT Village) to the Hanoi People's Committee for management.
The Government agrees with the policy of transferring the VHDT Village in its original state under the management of the Ministry of Culture, Sports and Tourism (MCST) to the Hanoi People's Committee for direct management at the request of the Minister of MCST and the Chairman of the Hanoi People's Committee.
The Government requires the handover and receipt to be completed before July 1, 2026. From July 1, 2026, Hanoi City People's Committee directly manages the VHDT Village.
The management and organization of cultural, land, asset, financial, and personnel activities at VHDT Village shall be carried out in accordance with the provisions of the law on culture, land, investment, finance, public assets and other relevant laws.
The Ministry of Culture, Sports and Tourism is responsible for presiding over and coordinating with the Hanoi People's Committee and relevant ministries and sectors to develop and submit to the Prime Minister for promulgation a Decision on the original handover of the VHDT Village according to the provisions of this Resolution and other relevant legal regulations.
At the same time, the Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant agencies to carry out handover procedures according to the provisions of law; organize the original handover of organizational structure, personnel, assets, finances, documents, related rights and obligations, activities, tasks, work and public investment projects that have been and are being implemented at VHDT Village to the Hanoi People's Committee after the Prime Minister's decision.
VHDT village continues to use funds and implement tasks according to the approved state budget plan.
Hanoi City People's Committee coordinates with the Ministry of Culture, Sports and Tourism to organize the reception of the VHDT Village in its original state and manage it according to regulations.
At the same time, issue a decision stipulating the functions, tasks, powers and organizational structure of the VHDT Village according to the provisions of law and allocate the city budget to ensure that the operating funds of the VHDT Village are not interrupted from the time of completion and handover.
