On April 4, the Ministry of Culture, Sports and Tourism held a Workshop to collect opinions on the Decree regulating the encouragement of literary development.
Speaking at the workshop, Deputy Minister Ta Quang Dong said: "Literature is one of the pillars of spiritual life, contributing to shaping national cultural identity, nurturing human soul and reflecting the social values, indispensable of national spiritual life, being the voice of people before history, a bridge between the past, present and future.
Literature not only records changes in life but also contributes to shaping ideas, fostering personality and building the cultural identity of a country".
Deputy Minister Ta Quang Dong emphasized that the draft Decree regulating the encouragement of literary development is not only a correct policy but also an urgent requirement for new movements in social life and artistic creation.
Faced with rapid changes in life and the development of technology, these policies need to continue to be adjusted and supplemented to suit new realities.
Accordingly, the management and encouragement of literary development still has gaps and challenges such as not having a mechanism to sponsor and place placement for composition strong enough to create conditions for writers to pursue major topics with high ideological and artistic values; composition schools have not really promoted their effectiveness, have not created many works with widespread influence; promotional and dissemination activities of literary works are still limited, causing many works to not reach a large audience at home and abroad.

People's Artist Vuong Duy Bien, Vice President of the Vietnam Union of Literature and Arts Associations, spoke at the workshop on support mechanisms, investment, criteria, and process for selecting authors for the State to support. He proposed a number of measures to attract social resources for literary writing activities in Vietnam.
At the same time, the draft Decree needs to specify the criteria for a creative camp and the responsibilities of agencies and organizations when organizing a literary works creative camp.
The Decree also issued a draft on the National Literature Awards, clearly affirming the role of the Ministry of Culture, Sports and Tourism in selecting works with high artistic value worthy of honoring the national awards; stipulating the rights and obligations of authors whose works are honored.
Poet Nguyen Viet Chien expressed his joy at having the National Literature Award, promising to become an in-depth award in literature, having a great impact on the country's literary life, encouraging writers and poets to compose.
The draft Decree is not only an inheritance but also an important step forward, demonstrating the vision of "literature for sustainable development", becoming an effective tool to nurture talents, preserve heritage and integrate global culture.
