Mobilizing resources for strategic projects
On the afternoon of July 28th in Hanoi, T&T Group and Vietnam Development Bank (VDB) signed an agreement to finance state investment credit capital.
According to the agreement, the two sides will cooperate in financing projects in the fields of transport infrastructure, energy, industrial park infrastructure, logistics, agriculture and industry in accordance with the list as well as loan conditions according to VDB regulations.

The total capital level will be considered according to the needs of T&T Group and within the credit limit of VDB. Specific loan needs will be notified by the enterprise after the projects are approved for investment policy by competent authorities.
According to regulations, the minimum capital level for investors to participate in projects when borrowing investment credit is 20% of the total investment capital (excluding working capital). For public-private partnership (PPP) investment projects, the investor's equity is also at least 20% of the total investment level according to legal regulations. Conditions on interest rates, loan terms, grace periods, collateral and related contents are implemented according to VDB regulations and current laws.
Speaking at the signing ceremony, Founder and Chairman of T&T Group Do Quang Hien assessed that for many years, VDB has played an important role in providing medium and long-term capital for many key national projects, creating conditions for businesses, localities and investors to implement many projects of significance for socio-economic development.
According to Mr. Do Quang Hien, after 33 years of development, T&T Group has implemented many large projects nationwide and always wishes to have the companionship of financial institutions, especially state-owned financial institutions. Having more opportunities to access state investment credit through VDB will help businesses be more proactive in researching, evaluating investment efficiency and implementing projects in a safe, efficient, and sustainable direction.
The head of T&T Group said that Resolution 79-NQ/TW of the Politburo has opened a new phase in mobilizing resources for development, when state capital not only supplements medium and long-term capital channels but also creates conditions for private enterprises to participate in investing in key projects in the fields of transport infrastructure, energy, logistics, industrial park infrastructure and agriculture.
T&T Group is committed to using state investment credit capital effectively, safely and for the right purpose; and at the same time wishes VDB to continue to accompany, support and supervise the project implementation process, contributing to promoting the effectiveness of investment resources and creating sustainable projects for the country," Mr. Do Quang Hien emphasized.
Assessing T&T Group as one of the largest and most reputable private economic groups in Vietnam, Mr. Le Van Hoan - Chairman of the Board of Directors of Vietnam Development Bank - said that VDB expects the cooperation agreement to be soon concretized by credit contracts for projects that fully meet the conditions according to regulations.
Multi-industry investment ecosystem creates a foundation for long-term cooperation
After more than 30 years of development, T&T Group has built a large-scale investment portfolio in the fields of transport infrastructure, logistics, industrial infrastructure and energy. These are all sectors that play an important role in economic growth, and require large medium and long-term capital. This investment portfolio also creates a foundation for T&T Group to expand cooperation with financial institutions, including VDB.
In the field of transport infrastructure, T&T Group is implementing many large-scale projects from roads to aviation. Notably, Quang Tri Airport - the second airport project in the country implemented under the PPP method, with a total investment of more than 5,800 billion VND. Recently, the project's planning was adjusted from level 4C to 4E, allowing the operation of wide-body aircraft such as Airbus A350 and Boeing 787, expanding development space in the long term.
Besides, there is the Bao Loc - Lien Khuong expressway project and component project 3 of Ring Road 4 - Capital Region. When completed, these projects are expected to contribute to completing the connection system, expanding development space and strengthening regional linkages. In addition, T&T Group is also researching and proposing to invest in many other BOT and PPP projects across the country, expected to be implemented from 2027.
In parallel with transport infrastructure, T&T Group continues to develop the logistics ecosystem and industrial infrastructure to complete the supply chain.
In the field of logistics, T&T Group cooperates with Singaporean partners to develop Vietnam SuperPort - the first superport belonging to the ASEAN Smart Logistics Network. The project is implementing phase 1 and is planned to become a multi-modal logistics center on the China - Vietnam - ASEAN economic corridor, synchronously connecting roads, railways, seaports and aviation.
In the long term, this infrastructure is expected to meet the needs of high-tech industries such as semiconductor and electronics - fields that require connected supply chains, high speed and reliability.
In the field of industrial park infrastructure, T&T Group is developing many projects such as Nam Phuc Tho Industrial Cluster (Hanoi), Vam Cong Industrial Park (An Giang)... When completed, the projects will contribute to expanding production space and improving investment attraction capacity in localities.
Energy continues to be one of T&T Group's strategic pillars. Currently, the group is operating and investing in projects with a total capacity of nearly 2,900 MW, while developing a portfolio of about 14,000 MW of renewable energy and other clean energy sources.
A prominent milestone is the Savan 1 Wind Power Plant in Laos, which went into commercial operation from the end of 2025 after only 14 months of construction. Each year, the project supplies about 0.9 billion kWh of electricity to Vietnam through its own 220 kV transmission line, creating a stable revenue source and gradually forming a financial platform for T&T Group to continue expanding investment in clean energy projects.
With the goal of reaching a total capacity of 25-30 GW by 2035, becoming one of the leading energy corporations in Vietnam, T&T Group continues to pursue a long-term investment strategy, accompanying the energy transition process and Vietnam's "zero" net emissions target by 2050.

The large-scale project portfolio in many fields both contributes to creating growth momentum for localities and requires medium and long-term financial resources suitable for the investment cycle. Therefore, establishing a cooperation mechanism with VDB not only opens more channels to access state investment credit for eligible projects but also reflects T&T Group's orientation to diversify capital sources. This is also considered the starting point for the coordination mechanism between private enterprises and state financial institutions in mobilizing resources for projects in priority sectors.
