Plan No. 199/KH-UBND dated July 24, 2025 of the Hanoi People's Committee aims to complete the target of job creation for 169,000 workers, reduce the urban unemployment rate to below 3%, increase the rate of trained workers to 75%; ensure the target of GRDP growth of ≥ 8% in 2025; build a modern and effective labor market, promote the allocation and effective use of labor resources, and connect the domestic and foreign labor market.
Hanoi City has proposed 6 implementation solutions including:
Strengthen information and propaganda: Disseminate employment policies and vocational training. Providing recruitment information, finding jobs through electronic information portals, transaction sessions, communication...; perfecting mechanisms and policies: Developing specific policies for people who quit their jobs due to administrative unit arrangement.
Implementing resolutions related to improving the business environment, developing the private economy, promoting science and technology, innovation; upgrading and effectively operating the City's Employment Information Portal: Applying digital transformation, AI in operating and exploiting data at the City's Employment Information Portal. Build an open data system, update on labor supply and demand in each commune and ward.
Prioritize employment for workers affected by administrative reorganization; promote administrative procedure reform, create a "green channel" to attract investment: Apply the "green channel" mechanism to support businesses.
Create maximum conditions for businesses in the fields of innovation and high technology; improve the efficiency of borrowing capital to solve employment: Coordinate with Social Policy Bank, apply digital technology, connect through the iHaNoi application.
Ensure that 100% of eligible subjects are eligible for preferential loans; continue to effectively implement a group of solutions for developing the labor market such as promoting job counseling and introduction activities: Organize regular, thematic, online and mobile trading sessions.
Increasing labor export comes with management and protection of labor rights.
Assign the Department of Home Affairs - the standing agency, to guide communes and wards to implement, coordinate with the Employment Service Center; People's Committees of 126 communes and wards: Develop specific plans and allocate funding. Support, propagate, organize mobile job fairs; Hanoi Employment Service Center, departments, Social Policy Bank: Periodic reporting, organizing satellite trading floors, monitoring implementation effectiveness...
