Increasing incentives for converted business households
Ms. Nguyen Cam Chi - Director of Sustainable Development Consulting, MCG Management Consulting Company - said that converting from individual business household to enterprise is a step that business households should consider in the context of a strong digital economy.
According to Ms. Chi, when becoming a business, business people will enjoy many support policies from the State, especially in accessing credit.
"If both have a need to borrow capital, banks will prioritize businesses, instead of individuals borrowing to invest in stores or restaurants. In addition, businesses can also access interest rate support packages according to Resolution 68" - Ms. Chi analyzed.
Currently, the Government is also promoting the conversion of business households to enterprises with many preferential policies. After Resolution 68, the conversion process can be free or only cost a few hundred thousand VND. In particular, newly established enterprises will be exempted from corporate income tax for the first 3 years, exempted from 3-year card fees and exempted from personal income tax when transferring capital contributions from business households to companies. If the conditions are met, enterprises will also be subject to a preferential tax rate of 15-17%.
However, Ms. Chi also noted that not every business household needs to " get a company", but this depends on the current revenue scale and future development vision.
Support policies and orientations for sustainable development
Mr. Mai Son - Deputy Director of the Tax Department (Ministry of Finance) - commented that the transition to enterprises will facilitate both State management and the stable development of business people.
He cited: "It was a business household that had to buy goods to store. But a business household cannot buy tens of billions of VND in goods to reserve. We recommend that the goods purchased need to have invoices and documents, it can be used but should also have a sales certificate, to avoid cases of goods related to cases or smuggled goods. When we sell, we calculate sales. Encourage businesses to enjoy policies and support, but households can still choose.
According to Mr. Son, the tax authority is researching and advising on policies in a simple direction, with few procedures to facilitate business households to convert to businesses. This is also a direction in line with international practice, when many countries no longer maintain the business household model but have switched to micro-enterprise models with more separate and transparent accounts.
Meanwhile, in Ho Chi Minh City - where tens of thousands of business households are operating, the city government is also actively supporting this transformation environment through the development of e-commerce.
Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung has signed and issued the "E-commerce Development Plan for 2025", aiming to improve competitiveness for businesses, promote the digital economy and build a safe, transparent and effective e-commerce environment.
In particular, the Department of Industry and Trade will build an e-commerce database, coordinate with relevant units to manage transactions, taxes and combat fraud.
Along with that, Ho Chi Minh City will support small and medium enterprises to participate in platforms such as Shopee, Lazada, TikTok Shop, and orient exports through international platforms such as Amazon, Alibaba, Tridge, etc.
