At the national conference summarizing 1 year and 6 months of implementing Resolution No. 57-NQ/TW in early July 2026, General Secretary and President To Lam requested the implementation of a 100-day action plan to handle bottlenecks in digital transformation, create strong changes, and make digital transformation substantive.
To concretize this requirement, Plan No. 05-KH/BCĐTW of the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation identifies 50 key tasks in the 100-day peak period. The requirement is not only to complete on time, but also to create products that can operate, have users and have verified results.
On July 29, Politburo Member, Prime Minister Le Minh Hung signed Decision No. 88/QD-BCĐCP promulgating the action plan of the Government Steering Committee. The peak period is implemented in 100 working days (from July 11, 2026 to the end of November 30, 2016), focusing on handling urgent and slow-progress tasks, creating changes in governance, administration and serving people and businesses.
Along with localities across the country, Hanoi City is implementing a campaign to accelerate digital transformation in 100 days. One of the contents focused on is the group of 5 transaction procedures guaranteed by land use rights.
With a frequency of about 300,000 dossiers per year, bringing this group of procedures to the full online process aims to shorten implementation time, reduce compliance costs for people, businesses and credit institutions. When deployed simultaneously throughout the city, this solution can help save about 651.57 billion VND in administrative procedure (TTHC) compliance costs each year.
In Thanh Hoa, the province has restructured 22 administrative procedure groups in the land sector, reducing compliance time from 16.05 hours to 7.04 hours/dossier. Thereby, it is estimated to save about 114.2 billion VND/year in compliance costs for people and businesses.
Creating value to directly serve people and businesses
In Tay Ninh province, the method of organization and implementation has been innovated in the direction from "provinces identify problems for grassroots levels" to "facilities identify problems themselves, provinces synthesize and create solutions". With this approach, localities have identified and synthesized 136 bottlenecks at the commune level, and are continuing to propose solutions for handling.
In the field of online public services, the province has reviewed administrative procedures with high frequency of dossiers, directly affecting people and businesses and capable of reforming, digitizing, and restructuring processes. Through this, 8 administrative procedures with high frequency of occurrence were selected to focus on implementing restructuring.
Similarly, other localities such as Da Nang, Bac Ninh, Quang Tri... also focus on removing difficulties in institutions, infrastructure, data, public services and resources, gradually bringing digital transformation into substance and effectiveness.
At the regular Government press conference held on September 3, Major General Nguyen Quoc Toan - Chief of Office, Spokesperson of the Ministry of Public Security emphasized that data connection is creating real value for people and businesses. Through reviewing feedback from ministries, branches, and localities, it has been recorded that 498/786 administrative procedures have been cut, replaced, and 244/786 administrative procedures have been abolished. This is a practical result that is creating value to directly serve people and businesses, contributing to socio-economic development.
Major General Nguyen Quoc Toan said that there are still some inter-sectoral bottlenecks that have not been completely resolved, especially the issue of systematic data, network security and resources, which will continue to be highly focused in the coming time.
This is the content that ministries, branches, and localities are focusing very highly in the remaining time to continue to standardize, clean up, compare, and update data regularly, ensuring that it can be shared and exploited effectively, ensuring connection and reuse of data to solve administrative procedures.
