16 procedures for issuing and managing ID cards at the commune police

The Ministry of Public Security guides the implementation of 16 procedures for issuing and managing ID cards at the commune police when not organizing the district-level police.

According to the Ministry of Public Security's Electronic Information Portal, this agency has just issued Instruction No. 08 on decentralization of receiving and handling administrative procedures and online public services at the commune police when not organizing district-level police.

Accordingly, the commune-level police with sufficient qualifications can receive and handle a maximum of 35 online administrative procedures/public services in the fields of immigration management (4 procedures); issuance and management of ID cards (16 procedures); electronic identification and authentication (1 procedure); management of investment and business sectors with security and order conditions (3 procedures); registration and management of road motor vehicles (11 procedures).

Thus, instead of having to travel far as before, people can now carry out many administrative procedures right at the commune police station, typically: Registering for cars and specialized motorbikes; Issuing new, issuing, exchanging, reissuing ID cards to people aged 14 and over and to people under 14 years old; issuing electronic identification accounts to agencies and organizations; Receiving applications for issuing, exchanging, reissuing driver's licenses.

Of which, 16 online procedures/servings related to the issuance and management of ID cards can be carried out at the commune police, including:

1. Exploiting citizen information in the National Population Database

2. Exploiting citizen information in the ID Database

3. Exploiting information about people of Vietnamese origin who have not been identified in the National Population Database

4. Exploiting information about people of unidentified Vietnamese origin in the ID Database

5. Collecting and updating biometric information about DNA into the ID Database

6. Collect and update biometric information about the voice in the ID Database

7. Integrating, updating, and adjusting information on ID cards

8. Issuing ID cards to people aged 14 and over

9. Issuing ID cards to people under 14 years old

10. Issuing and exchanging ID cards

11. Reissuance of ID card

12. Certificate of identity card number 09 number, personal identification number

13. Issuing and exchanging ID certificates

14. Reissuance of ID certificate

15. Collecting and updating information of people of Vietnamese origin who have not been identified in the National Population Database, ID Database and issuing ID certificates

16. Adjust information in the National Population Database, the Identification Database at the request of people of Vietnamese origin whose nationality has not been determined.
