Regarding people: 326 people died, missing (181 dead, 145 missing). Of which Lao Cai: 183 people (72 dead, 111 missing) including: Bao Yen 113, Sa Pa 9, Bat Xat 18, Simacai 7, Bac Ha 34, Van Ban 2; of which flash floods and landslides in Lang Nu village, Phuc Khanh commune, Bao Yen district on September 10 caused 99 people to die, missing (26 dead, 73 missing).
Cao Bang: 52 people (34 dead, 18 missing). Yen Bai: 44 people (40 dead, 4 missing), including: Yen Bai city 21, Luc Yen: 14, Van Yen 6, Van Chan 1, Tran Yen 2.
Quang Ninh: 15 people died. Hai Phong: 2 people died due to storm. Hai Duong: 1 person died due to storm. Hanoi: 1 person died due to storm. Hoa Binh: 5 people died due to landslide. Lang Son: 3 people died due to flood and landslide.
Bac Giang: 2 people died due to flood. Tuyen Quang: 3 people due to flood (2 dead, 1 missing). Ha Giang: 2 people (1 dead; 1 missing). Lai Chau: 1 person died due to landslide.
Vinh Phuc: 2 people (1 dead, 1 missing due to boat capsizing). Phu Tho: 10 people (8 missing due to Phong Chau bridge collapse; 1 missing due to flood; 1 dead due to landslide).
Compared to the early morning of September 11, the number of dead and missing people due to the impact of storm No. 3 increased by 126 cases.
Prime Minister directs response
To ensure safety on rivers in the North, the Prime Minister requested the implementation of a plan to protect key dike points according to the "four on-site motto".
The Prime Minister sent telegram 93/CD-TTg requesting the Secretaries and Chairmen of the People's Committees of provinces and centrally-run cities not to be subjective or negligent, but to mobilize the entire political system to take action, assigning members of the Standing Committee and Standing Committee to directly go to key areas to lead, direct, urge, and inspect flood prevention and control and dike protection work.
Focus on reviewing, inspecting, and implementing plans to protect key dike points in practice according to the "four on-site" principle. Prepare forces, materials, vehicles, machinery, and equipment, especially at key points to promptly deploy dike protection and handle incidents from the first hour.
In addition, strengthen inspection of the dike system, strictly carry out patrolling and guarding to protect dikes during the flood season according to the alarm level, ensure compliance with the provisions of the Law on Dikes, promptly detect and handle any incidents that may occur, avoid being passive or surprised.
The Prime Minister requested to continue reviewing and immediately deploying plans to ensure the safety of people living in areas outside the riverbank (including in dike lines at risk of being unsafe), and resolutely not let people stay in dangerous areas when the flood rises (in necessary cases, proactively force evacuation to ensure people's safety).
