In the Draft Project on Management and Development of green trees, parks, flower gardens, and water surfaces in the city, the Hanoi People's Committee said that currently the whole city has 70 urban-level parks and flower gardens of all kinds (including 23 parks and 47 flower gardens), with 11 parks with a scale of 10ha to over 15ha.
The inner city area has 20 urban-level parks with a total area of about 293.8 ha; there are 38 flower gardens with a total area of about 39.64 ha.
The suburban area has 3 urban-level parks with a total area of 31.57ha; there are 9 urban-level flower gardens with an area of about 11.58ha.
According to the City People's Committee, the inner city area has a high population but the park area is lower than the planning standards. Outlying districts lack urban-level park and flower garden infrastructure; and urban-level public green space is still very limited.
Many urban-level flower gardens are degraded, do not have lighting systems, irrigation water, and convenient walking paths, so they do not fully exploit the function of serving the community. The socialization of park and flower garden investment still has many limitations and has not achieved the desired efficiency.
Based on the survey results, it shows that parks and flower gardens are currently for urban use, so they are mainly concentrated in the old inner city districts of Hanoi and areas adjacent to the inner city area such as Nam Tu Liem and Bac Tu Liem districts (old), especially the 2 old districts of Ba Dinh and Hoan Kiem with a number of more than 10 parks and flower gardens.
Parks and flower gardens are concentrated in residential areas (accounting for about 46% of the total number of parks and flower gardens, such as Truc Bach flower garden, Indira Gandhi park, Ba Mau park, Tang Bat Ho flower garden, Dinh Cong flower garden, Den Lu park...), cultural, economic, and political centers (accounting for about 28% such as Bach Thao park, Lenin flower garden, Ly Thai To flower garden, Dien Hong flower garden...), and the rest are associated with areas with natural landscapes (accounting for about 21% such as Thanh Nien street flower garden, West Lake water park...).
Compared to the Standard for Planning public green spaces in urban areas (TCXDVN 362:2005), the scale of regional-level parks must reach 10ha or more. Currently, the number of parks with a scale of over 10ha is about 11 parks (accounting for 17%), especially some urban-level parks such as West Lake Water Park only have an area of about 6ha, most of which are small flower gardens with a scale of less than 1ha.
The existing large parks such as Thu Le Park, Bach Thao Park (former Ba Dinh district), Thong Nhat Park, Tuoi Tre Park (former Hai Ba Trung district) with an area of 10-50ha, along with natural water areas associated with open spaces, flower gardens, walking paths around the lake such as West Lake, Truc Bach Lake, Giang Vo Lake, Ngoc Khanh Lake... have contributed to creating landscapes and improving microclimate for the area.
In which parks such as Thu Le, Thong Nhat, Tuoi Tre have planned to renovate and upgrade in a civilized and modern direction, strengthening facilities, meeting the increasing demand for entertainment and rest.
It is expected that from now to 2030, the city will build 343 parks and flower gardens.
